3.The Director shall, upon request, make available for inspection, all <br />rules governing the operations of the Department's <br />County-sponsored sports leagues at the office of the Department of <br />Parks and Recreation. <br />C.Conduct of coaches, sports officials, volunteers, participants or spectators <br />at County-sponsored sports league games <br />1.The Director may take such actions as are necessary to remove, <br />restrain or otherwise prohibit any coach, sports official, volunteer, <br />participant or spectator from any act or action which may be <br />detrimental to the safe, healthful and orderly conduct of the <br />Department's sports league or which poses a threat to health, <br />safety or welfare of persons, or threat of property damage. Such <br />action taken by the Director may include prohibiting attendance, <br />coaching, officiating or participating in any or all County-sponsored <br />sports leagues for such a period of time as the Director deems <br />necessary to the safe and efficient conduct of its sports league <br />games. <br />2.Appeals relative to the enforcement of this rule may be made in <br />accordance with Section 2 D (1)of these rules. <br />D.Petition for declaratory rulings, decisions of the Director, and or the <br />adoption, amendment or repeal of these rules <br />1.Any interested person may petition the Director requesting a <br />declaratory ruling or the adoption, amendment, or repeal of these <br />rules stating the reasons therefore. <br />2.Such petitions shall be typewritten and submitted to the Directorof <br />Parks and Recreation,101 Pauahi Street, Suite 6, Hilo, Hawai‘i <br />96720. <br />3.The Director shall render a decision relative to all appeals within <br />thirty (30) days from the date of submittal.Such decision shall be in <br />writing. <br />Section 3Severability Clause <br />If any provision of these rules, or the application thereof to any person or <br />circumstance is held invalid, such invalidity shall not affect other provisions or <br />applications of the rules which can be given effect without the invalid provision or <br />application, and to this end, the provisions of these rules are declared to be <br />severable. <br />5 <br /> <br />
