Salary Commission December 12,2013 <br /> Recreation Director who has a large number of employees, has the most interaction <br /> with the public, and has a tremendous amount of responsibility. He's not on the <br /> top tier of the salary. At the same time,there's recognition that the police and fire <br /> chiefs are both commission appointees and are on a different tier. And we did <br /> make some recognition for the Corporation Counsel and the engineers. <br /> Mr. De Lima further stated that he would strongly oppose any step increases. Step <br /> increases, really,take away from the responsibility of the Commission. You're, <br /> basically,hiding automatic pay raises—and that's what it's about. You don't have <br /> to be accountable on a regular basis for increases. He strongly suggested to the <br /> Commission that we revisit this idea because it's automatic—and this is something <br /> that we should go in with our eyes wide open. <br /> C) ELECT SALARY COMMISSION CHAIR, VICE-CHAIR, AND SECRETARY <br /> FOR CALENDAR YEAR 2014 <br /> At this time, Chair Lundkvist asked for a motion for a new Chair. (A handout was <br /> distributed entitled"2013 Salary Commission Members Term Ranges" - SEE <br /> ATT. K.) <br /> Mr. Morimoto asked that before a motion is made, if he could have some <br /> clarification on the position of Secretary. He understood that we have an <br /> appointed secretary from the County and also a secretary for the Commission. <br /> Chair Lundkvist mentioned that this matter came up previously and stated that as a <br /> Chair and serving on other commissions, she had never heard of a secretary to <br /> police a secretary, which is what it amounted to in her eyes. <br /> Mr. Morimoto inquired that since we have two secretaries, what does the secretary <br /> for the Salary Commission do. <br /> Chair Lundkvist replied that she doesn't know and that after thinking about it, she <br /> was against having a secretary, but was overruled. She asked Brian whether he'd <br /> like to make a comment. <br /> Mr. De Lima stated that it was an officer that was already listed when he came on <br /> board, and this is not something that was created. <br /> Chair Lundkvist commented that it may have been listed in the paperwork but it <br /> never existed as a person. <br /> Mr. De Lima begged to differ and stated that that's not his understanding. In any <br /> event,the explanation has been that we would have a degree of succession. In <br /> other words, the vice-chair would become chair,the secretary would become vice- <br /> chair, and we would put someone in the secretary position as an officer. <br /> Page 8 <br />
