<br />74 <br /> <br />75 <br />Greg Ogin discussed how these reports will be discussed at the next meeting. <br />76 <br />Hiram asked about the current code and whether it has concurrency standards for the entire island. <br />77 <br /> <br />78 <br />Keola Childs indicated that for clarification only, the County Zoning Code does have a section on <br />79 <br />concurrency whose method of determining whether a street can handle the traffic count needed to <br />80 <br />perform in an acceptable manner is based on level of service. The CDP has a different method of <br />81 <br />determining concurrency by declaring the entire Kona Urban Area a concurrency zone without the <br />82 <br />level of service to determine that category of use. It may be possible for sections of the <br />83 <br />concurrency method, used by the CDP, to be met by using reasonably proportioned for that <br />84 <br />section of highway in question. This discussion will continue at a later meeting of the Action <br />85 <br />Committee. <br />86 <br /> <br />87 <br />Discussion among the committee members and the planning department was made with <br />88 <br />clarifications about the review process. The Action Committee is being asked to review these items <br />89 <br />made by planning with comments and recommendations to follow item by item. <br />90 <br /> <br />91 <br />Hiram made a standing sub-committee report on highway importance. No report on concurrency is <br />92 <br />made at this time as additional meetings are scheduled to discuss that topic with the subcommittee. <br />93 <br /> <br />94 <br />Ken Melrose commented on his ad-hoc committee on Subdivisions Chapter 23: <br />95 <br />Prepared to move forward on the Sub-Division code. <br />· <br />96 <br />Hirams ad-hoc sub-committee has too many items so Ken is offering to add #3, 23-13 <br />· <br />97 <br />Large Scale Developments and #12, 23-89 through 95 exceptions for CDC and CDP <br />98 <br />standards to his ad-hoc sub-committee to help reduce the number of items from Hirams <br />99 <br />sub-committee. The reassignments are listed below: <br />100 <br />Hiram agreed on the change of assignments. <br />· <br />101 <br /> #4. 23-29 Block Sizes <br />102 <br /> #5. 23-40 Street location and arrangement <br />103 <br /> #6. 23-44 Future extension of streets <br />104 <br /> #7. 23-46 Improvement of existing streets <br />105 <br /> #8. 23-48 Cul-de-sacs <br />106 <br /> #9. 23-62 Tentative Approval of preliminary plat <br />107 <br /> #10. 23-86 Requirements for dedicable streets <br />108 <br /> #11. 23-88 Non-dedicable Street; private dead-end street. <br /> 3 <br /> <br />
