<br /> <br />Ms. Garson replied it could be by email. <br /> <br />Ms. Maddox wondered if it was open for employees to comment back online <br />using something like Survey Monkey. <br /> <br />Ms. Garson stated the employees can communicate with the board’s secretary. <br />She could collect all the responses and provide them to the commissioners. <br /> <br />Ms. Maddox stated she was thinking about how information could be gathered to <br />allow people anonymity and allow the commission to structure questions that could <br />bring back answers to be analyzed. <br /> <br />Ms. Garson stated previous letters said the prior Cost of Government <br />Commission issued a report on a certain date and in that report the Cost of Government <br />Commission made the following recommendations for your department and to advise <br />the commission if your department implemented those recommendations and if it wasn’t <br />implemented to state why. <br /> <br />Ms. Kierkiewicz asked if the commission could add to that and ask the <br />departments how they could be more efficient and the challenges they would face. <br /> <br />Mr. Matsuda stated the last commission wasn’t getting very good timely <br />responses. <br /> <br />Ms. Garson noted the last commission spent a lot of time trying to figure out what <br />were essential services. She suggested inviting department heads to the meetings to <br />make presentations at which time follow up questions could be asked. <br /> <br />Mr. Matsuda stated they had meetings at the Managing Director’ office and was <br />surprised to see how much monies were going to DEM and that he’s seen some <br />changes at the landfill. He said there are a lot of different avenues to explore in various <br />departments. The commission needs to go through the previous reports, brainstorm <br />and come up with a questionnaire that can be applicable to everyone. <br /> <br />Ms. Maddox noted that Mr. Perry is interested in the energy question and that <br />would be something that would go across all departments. <br /> <br />Mr. Matsuda agreed. <br /> <br />Ms. Kierkiewicz asked if the commission wants to give the departments an option <br />to respond via letter or make a presentation. <br /> <br />Mr. Matsuda stated the last commission had committees that were tasked with <br />certain departments. <br /> <br />Ms. Maddox asked Mr. Matsuda what things he thought was really effective if <br />they were changed. <br /> <br /> <br />5 <br /> <br />
