<br />c. TRAN Policy 6-1 states that: Any rezoning outside of a designated TOD within the <br />Kona Urban Area (UA) approved prior to the completion of the Queen Kaahumanu <br />Highway widening to the airport shall restrict occupancy until this widening project is <br />completed. <br />Although funded but no actual start date can reasonably be given, so no occupancy <br />permits for any new rezoning can be granted. If concurrency remains true to its wording <br />then we are in a moratorium and no development will occur due to the unpredictability of <br />Queen Kaahumanu Hwy. So, can a review process be developed to credit roads that <br />have recently been completed. Such as Anekeohokalole Hwy and its effect on Queen <br />Kaahumanu Hwy? Should priorities shift at that point? <br />d. Small land owners are burden by big infrastructure cost with no mechanism to adjust <br />to project size. <br />e. A financing program needs to be established so government and development can <br />realize cost effectiveness and timing can be determined. <br /> <br />f. Although, not listed on priority roads the Kuakini Road improvement which is in the <br />jurisdiction of the State of Hawaii. This road is a priority on the county level but not a <br />state priority. Recommendations should be discussed as well for and <br />Concurrency <br />methods of implementation. <br /> <br /> <br />Action Committee will review sub-committee reports, <br /> SUB-COMMITTEE REPORTS: <br /> recommended motions and discussion items to place on the next meeting agenda for <br /> action. <br /> <br /> which provides information regarding the sub-committee <br />1. OutreachReport <br /> <br />members, purpose and copy of approved minutes of meetings held. <br /> <br /> which provides information regarding the sub- <br /> 2.Economic Development Report <br />committee members, purpose and copy of approved minutes of meetings held. <br /> <br /> which provides information regarding the <br />3. TOD Sub-Committee Activities/Report <br />sub-committee members, purpose and status of activities/meetings/research conducted <br />to date. Discussion on street tree policies and possible meeting with DPW. <br /> <br /> sub-committee Action Plan <br />4. Land Use, Environmental & Cultural Resources <br />which provides updates on previous motions that have been approved; the current <br />requests for information made to the Planning Department, the current discussion <br />items and proposed future discussion items. Report on investigation on concurrency. <br /> - The Land Use, Environmental & Cultural Resources <br /> a. Open Space Network <br />Sub-Committee will continue discussion with the Action Committee of the open <br />space network plan format and content. <br />Action Plan which provides <br />5. Transportation and Public Facilities sub-committee <br />updates on previous motions that have been approved; the current requests for <br />information made to the various county departments for updates, current discussion <br />items and proposed future discussion items. <br />Report and discussion of the following items: <br />a. Recommend that the Kona CDP Action Committee supports the proposed <br />Public Works Department list of street improvement projects for Kailua-Kona. <br /> 2 <br /> <br />
