4 Residential Building Permit Guidelines <br />a. Floodplain: If the proposed improvements are within a Federal Emergency Management Agency <br />(FEMA) floodplain, specific certification and building standards apply (refer to the Hawaii County <br />Code Chapter 27 — Floodplain Management). Request a Flood Zone Determination for an official <br />determination from Public Works or, refer to the DLNR website, http://gis.hawaiinfip.org/fhat/ for an <br />unofficial determination. <br />b. Driveways: A permit is required for driveways constructed within the County right-of-way (refer to the <br />Hawaii County Code Chapter 22 — County Streets). <br />c. Grading & Grubbing: A grading and/or grubbing permit is required (refer to the Hawaii County Code <br />Chapter 10) if it fits this criteria: <br />a. For excavation or filling one hundred cubic yards of material on any site, and five feet in vertical <br />height at its highest point. A permit is required for grubbing a total area of one acre. <br />d. Drainage: No additional rainfall runoff generated by the proposed improvements shall be disposed on to <br />County roadways or adjacent properties. All drainage improvements shall conform to Hawaii County <br />Code Chapter 27, Floodplain Management. <br />3. County of Hawai' i Planning Department Hilo (808) 961-8288/Kona (808) 323-4770, <br />http://www.cohylanningdept.com/resources-and-references/ Hawaii County Chapter 25 pertaining to <br />Zoning regulates and restricts; the height, size of buildings, and other structures; the percentage of a <br />building site that may be occupied; off-street parking; property setbacks; size of lawns; courts; and other <br />open spaces; the density of population, the location and use of the buildings, structures, and land for trade, <br />industry, residence, or other purposes. If a portion of the parcel is located in the Special Management Area <br />(SMA), the property owner is required to obtain a Planning Department review and approval prior to <br />applying for a Building permit. <br />a. An Additional Farm Dwelling Agreement (AFDA) or, `Ohara dwelling approval may be <br />required by the Planning Department prior to receiving approval of a building permit for a <br />second dwelling. <br />b. Building permits will not be approved on properties which have any pending land use <br />applications (subdivision, SMA, Special/Use Permit, REZ, `Ohara, or Additional Farm Dwelling <br />Agreement (AFDA), etc.). <br />C. Please disclose if there is an open or pending building permit application for any structures or <br />dwellings. <br />d. A bar sink, certain building configurations (particularly rooms with external access only), or <br />proposed detached accessory structures may require a Single -Family Dwelling Notice. <br />e. Site plans for Condominum Property Regime (CPR) units need to depict the entire TMK <br />parcel/lot boundary lines, inclusive of all existing structures. <br />f If the proposed structure is under the jurisdiction of the Department of Hawaiian Home Lands <br />(DHHL), please provide their approval letter. <br />g. Please make sure that Site Plan: 1) Is consistent with the TMK and final subdivision maps; 2) <br />Shows the entire TMK parcel; 3) Shows all easements (drainage, utilities, roadway); 4) Drawn <br />to scale showing the north arrow; 5) All existing and proposed structures are shown and <br />
