Communication No. 2014-43 <br /> PCDP AC Volcano Long Range Planning Subcommittee Report- <br /> Submitted by AC member Sharon Daun <br /> 7-8-14 <br /> The current venue for the Volcano Long Range Planning Subcommittee meetings is Volcano's Kilauea <br /> Lodge conference room, with meetings held evenings on the second Monday of the month. Members <br /> voted Dan Taylor to chair subcommittee, and Vikki Milon to be Recording Secretary. <br /> To date we now have a Historic District Boundary Review Subcommittee, a Special District Overlay <br /> subcommittee, and an adhoc committee to edit the existing Volcano Long Range Plan draft towards a <br /> Final Draft for submission of a Final Printing to the County <br /> At the May meeting Dan led a review of the proposed Volcano Special District Overlay and map. <br /> Concerns were expressed surrounding community consensus due to the effect this would have on nearly <br /> every present and future resident of Volcano. The area of the overlay is considerably larger than the <br /> proposed Historic District. We also discussed revisiting an attempt to collaborate with bordering land <br /> owners and stewards Kam School/Bishop Estates,Volcano National Park and the 3 Mountain <br /> Alliance. Tim will address necessary diacritical marks' corrections. <br /> Pat Halpern led us in a review of the Historic District Boundary with 47 identified historic structures- <br /> printed maps were circulated, and then collected.The specifics about our historic district will not <br /> conflict with the PCDP. We're still pursuing potential funding sources needed to bring funding for a <br /> professional planner on board to move forward with the VLRP as was expressed in our letter to Mayor <br /> Kenoi. <br /> From the June 9 meeting two significant presentations are highlighted in this report- Boone Morrison's <br /> presentation on the VLRP proposed Historic District Design Guidelines, and Tim Tennison's presentation <br /> on the Special District Overlay. <br /> Boone presented extensive information about the proposed Historic District. He has prepared a Draft <br /> document including rationale and design controls. He referred us to the state Hawaii Revised Statutes 6E <br /> and the federal Secretary of the Interior Standards for Historic Preservation (1973). <br /> As Vice Chair of the Cultural Resources Commission, he reviews project impacts to historic properties in <br /> the state. In our case, the biggest problem will likely be commercial development. <br /> The process of establishing a historic district will be (1)to set the boundaries (2)to determine just what <br /> we would like to exclude from or add to the existing Hawaii County Code by looking at zones of activity <br /> and going through the County Council to have those changes applied to our historic district and (3)to <br /> work on specific Design Controls that we desire. Boone prefers to take the latter on due to his <br /> demonstrated expertise and credentials. <br />
