<br />40 <br />Ken referred to the CDP and the terms listed on the part of the community <br />· <br />41 <br />NPS petition is premature. <br />· <br />42 <br />Ken proposed that the motion that was distributed be amended to eliminate the reference <br />· <br />43 <br />to the County Council as the action committee’s work goes through the Planning <br />44 <br />Department so strike the reference to the County Council <br />45 <br />Ken proposed to oppose the NPS petition and that a water resource plan be established. <br />· <br />46 <br />This could be handled by a sub-committee or representative until it’s resolved. <br />47 <br />Motion was seconded by Hiram Rivera <br />· <br />48 <br />Discussion included: <br />· <br />49 <br />1.Douglas Payne noted that improvement of wastewater treatment should be <br />50 <br />included <br />51 <br />2.Ken Melrose said it is included as part of the motion <br />52 <br />3.Elaine Fukushima asked about discussion about this designation during the early <br />53 <br />meetings of the general public. Ken said that NPS was present at the early <br />54 <br />meetings but that these concerns were not addressed by NPR. <br />55 <br />4.Elaine questioned that if this petition goes forth, then the public has a reduced say <br />56 <br />on what will or can happen to the aquifer <br />57 <br /> b. Greg Ogin called for the vote for the amended motion: the vote was unanimous to approve <br />58 <br />A copy of that motion is attached to the minutes. <br />· <br />59 <br /> 2. Concurrency <br />60 <br /> a. Presentation by Hiram Rivera with the following discussion: <br />61 <br /> No mechanism to deal with concurrency roads that can not be built <br />· <br />62 <br /> If Queen Kaahumanu is funded, but is not constructed, then new zoning is not permitted <br />· <br />63 <br /> Until the road is underway or maybe even finished and new construction is basically <br />64 <br />stopped. If other highways or streets can or have been built that impacted traffic that <br />65 <br />Queen Kaahumanu would have handled, then would restrictions on Queen Kaahumanu <br />66 <br />be eliminated or assigned to another street? <br />67 <br />Small landowners can not afford to build entire road systems <br />· <br />68 <br />Future growth and progress depend upon construction of new residences. <br />· <br />69 <br />The CDP encourages growth so the issue on concurrency needs to be resolved. <br />· <br />70 <br /> b. Greg Ogin noted that today only discussion will occur and any actions would need to happen <br />71 <br /> at the next regularly scheduled meeting of the KCDPAC. <br />72 <br /> c. Comments from not only the action committee but also attending public were encouraged. <br />73 <br />Janice Palma-Glennie stated small and large landowners were not to be responsible for \ <br />· <br />74 <br /> direct funding of infrastructure rather a funding program is required for these <br /> 2 <br /> <br />
