Doug recommends that the County amend the CDP to address the <br />84 <br />process that deals with situations where roads that can not be build or delayed for many <br />85 <br />years. Keoki agreed with this process. <br />86 <br />Bill Wong stated that a new tax base is needed to construct this new infrastructure. <br />· <br />87 <br /> More discression is needed: everything can not be black and white. Small land owners <br />88 <br /> can not afford to build out these expensive road sections for smaller projects. <br />89 <br /> Hiram stated that some of these road sections will never be built. We need to address this. <br />· <br />90 <br />LeeAnn Crabbe discussed concurrency requirements on the Queen ‘s property its impacts. <br />· <br />91 <br />Ken Melrose: <br />· <br />92 <br />1.Policy on connectivity is the issue not concurrency. Concurrency is too complex. Too <br />93 <br />may places where roads can not be built. Concurrency is driving County decisions. <br />94 <br />2.Blending is necessary to simplify the map and deal with concentrated development <br />95 <br />surrounded by open space. <br />96 <br />3.The Action Committee should take the lead to amend or fix the changes necessary to <br />97 <br />make the CDP truly functioning. Small projects need help to move forward. <br />98 <br />4.The Action Committee needs to lead the charge to deal with these problems and work <br />99 <br />with the County to make the necessary amendments to allow the CDP to move forward. <br />100 <br />5.Craft a plan to help the County and the State to resolve the transportation situation. <br />101 <br />6.Focus on arterials rather than connectors <br />102 <br />Doug Payne stated that the Community needs a financing plan as a tool for a solution. <br />· <br />103 <br />Ken Melrose stated that concurrency is not intended to be a moratorium. We have too <br />· <br />104 <br />many pieces to deal with concurrency. Find our way out of this conundrum. <br />105 <br />Douglas Payne brought up that Palani Road is not within the concurrency map. <br />· <br />106 <br />Hiram said the roads need to be reviewed as part of the total picture and its reality. <br />· <br />107 <br />Doug Payne said that what if the property owner proposed how their development could <br />· <br />108 <br />go forward with some improvements without total build out.
