3. Require all applications for construction, grading, grubbing, and other potential land <br /> uses that would alter the landscape or surface of the land to be examined by the <br /> Historic District Review Committee, who will then recommend approval, further review, <br /> or denial to the Planning Director. <br /> 4. Develop mechanisms to protect historic dwellings within the Village Historic District <br /> from development pressures such as increased tax assessments, requests for permit <br /> variances, and applications for zone changes. <br /> 5. Work with community members and owners of historic properties to identify interest in <br /> a Multiple Property State Register nomination. Inclusion in a Multiple Property <br /> Nomination would be determined by a structure's contribution to a broad historical <br /> theme that is significant to the larger history of the State of Hawaii. Qualifying historic <br /> structures in Volcano can be listed within a "discontinuous district" (qualifying <br /> structures not all located within a discreet area). The purpose would be to ensure the <br /> protection of individual properties seeking national register level protection, while <br /> providing flexibility for growth and development by property owners who choose not to <br /> list. Alternatively, historic property owners who agree could choose to create a <br /> contiguous historic district, either residential or commercial, or to expand the present <br /> State Residential Historic District that lies along a portion of Hale 'Ohi'a Road. <br /> 6. Expand, update, and republish Volcano's historic building inventory to include features <br /> and sites of cultural and historical importance. <br /> 7. Continue to collect and appropriately archive oral histories of both present and former <br /> longtime residents of Volcano. <br /> 8. Sponsor community seminars to train interested groups in preservation initiatives. This <br /> could include, but not be limited to: recording oral histories, inventorying historically <br /> significant features and sites for the creation of historic information databases, caring <br /> for artifacts, and understanding different strategies for preservation of historic <br /> buildings and cultural resources. (Examples of such organizations/programs include <br /> Historic Hawaii Foundation's Circuit Rider program, National Trust for Historic <br /> Preservation outreach programs, and UH Manoa's Center for Oral History workshops.) <br /> 9. Establish a non-profit Volcano Historical Society to serve as the primary institution for <br /> the collection and display of historical artifacts and information and for the creation of <br /> a museum. <br /> 25 <br />
