He clearly has, and he’s done it in the past, he’s going to do it again. And <br />unfortunately as long as he’s in a position with Public Works, this will continue to happen. <br />There’s a lot of good folks out there that work for Public Works that it’s unfortunate that one <br />person can give a bad example to the Department. <br /> <br />Mr. Balsis: Thank you very much. With those comments are there any questions from the <br />Board for either the Pickens or Mr. Northrop? Go ahead. <br /> <br />Mr. Adams: Yeah, if I might for the, for Mr. and Mrs. Pickens. In your petition you identify <br />the sections of the Code as 2-83 Fair Treatment 3 and 5, actually, there are 3 sections a, b and c <br />and unfortunately there’s two 3s and I’m assuming if I might that you are actually talking 2-83 <br />bravo, b 3 and 5, which talks about using County time, equipment or other facilities for private <br />business or campaign purposes, and 5 is using County property or personnel for other than a <br />public activity or purpose. Is that what your purpose is at a part of this? <br /> <br />Ms. Pickens: Yes. <br /> <br />Mr. Adams: The part of b, I just want to make sure that we’re clear as to what we’re doing… <br /> <br />Mr. Balsis: Okay. <br /> <br />Mr. Adams: …so when I look at b, it says no officer or employee shall use or attempt to use <br />the officer’s or employee’s official position to secure or grant unwarranted privileges, <br />exemptions, advantages, contracts or treatment for oneself or others, included but not limited to <br />the following and then 3 and 5, using County time and using County property. I’m having a little <br />bit of difficulty here because it doesn’t appear to me that, well let me ask the question this way, <br />if I take a look at the wording using the officer’s or employee’s position to secure or grant <br />unwarranted privileges, you’re not necessarily, exemptions, etcetera, you’re not necessarily <br />saying that that’s for Mr. Northrop’s advantages, are you saying that this is for the neighbors <br />advantages. I’m trying to sort through what you’re talking about here. <br /> <br />Ms. Pickens: Well, we know that he was on company time, using a company vehicle when this <br />occurrence happened. And that was my question when I first started, what did he get out of this, <br />because this was clearly a violation of our privacy and us not being treated fairly so I didn’t <br />know what he was getting out of this or how he benefitted from his position in making these <br />comments against us. <br /> <br /> <br />35 <br /> <br />
