KEVIN STAFFORD (SPP 14-165) <br />A regularly advertised hearing on the application of <br />was called to order at 9:00 a.m. in the County of Hawai‘i Aupuni Center Conference Room, 101 <br /> <br />Pauahi Street, Hilo, Hawai‘i with Chairman Myles Miyasato presiding. <br /> <br />COMMISSIONERS PRESENT: Myles Miyasato, Charles Heaukulani, Gregory Henkel, Donald <br />Ikeda, Raylene Moses, and Stephen Ono. <br /> <br />ALSO PRESENT: Duane Kanuha (Planning Director), Margaret Masunaga (Deputy <br />Corporation Counsel for the Windward Planning Commission), Daryn Arai (Planning Program <br />Manager), Jeff Darrow (Staff Planner), Maija Jackson (Staff Planner), Christian Kay (Staff <br />Planner), and Sarah Hata-Finley (Commission Secretary). <br /> <br />And approximately 9 people from the public in attendance. <br /> <br />APPLICANT: R. KEVIN STAFFORD (SPP 14-165) <br />Application for a Special Permit to allow the establishment of a four-bedroom bed and breakfast <br />operation within an existing dwelling situated on 18,000 square feet of land within the State <br />Land Use Agricultural District. The property is located at 12-7200 Ki‘i Nani Place. It borders <br />both Namohala Place and Ki‘i Nani Place, Kehena Beach Estates Unit 2, Keauohana, Puna, <br />Hawai‘i, TMK: 1-2-031:039. <br /> <br />MIYASATO: The first item on our agenda is Kevin Stafford. <br /> <br />DARROW: Thank you, Mr. Chairman. Good morning members of the Planning Commission. <br /> <br />MIYASATO/MOSES/ONO: Good morning. <br /> <br />DARROW: Thank you again for your service. We’re starting off with a bed and breakfast <br />request this morning. Oop, oh jumping the gun--ah, our Applicant is R. Kevin Stafford. He’s <br />requesting a Special Permit to allow a 4-bedroom bed and breakfast operation. The area of the <br />subject application is within the Puna District of Hawai‛i. More specifically, we’re looking in <br />the area of Kehena. Just for reference, this is the Kehena Beach, and the—you might be familiar <br />with Kalapana Seaview Estates. That’s this particular subdivision. You have the highway that <br />brings access to this particular area. The subject application is going to be located within the <br />Kehena Beach Estates Subdivision. More specifically, we can see a black outline of the subject <br />property for this application. <br /> <br />This is the General Plan Land Use Pattern Allocation Guide Map for this particular area. The <br />different colors on the map represents the different designations. Just for reference, the dark <br />green represents Open which is mainly along the coastline.
