<br /> <br />B. Modify overly burdensome form policies within County departments <br />to increase the flow of communication. <br /> <br />Ms. Kierkiewicz stated this was a carry over and the Commission wanted to <br />investigate exactly what forms were overly burdensome in order to be specific in the <br />recommendation. She asked if the recommendation could be moved off of the agenda <br />and create it as a recommendation with a note of massaging the language. Mr. Mitchell <br />stated he feels keeping it in a more general form will assist the Commission and also <br />serve the public better. Ms. Garson replied the language can be changed to be more <br />specific, for example, to have the departments go through their forms and see what can <br />be modified and that she is not sure if this is related to communication; everyone should <br />be reviewing forms and policies to see what can be streamlined even with the use of <br />technology. <br /> <br />Motion and Vote <br /> : Ms. Kierkiewicz moved to include the recommendation <br />that departments continuously review forms and polices and to look at <br />streamlining where possible and incorporating technology into the draft report <br />subject to revised language. The motion was seconded by Mr. Perry and all <br />commissioners present voted aye. <br /> <br /> Ms. Garson confirmed this is basically to carry it forward into the draft report. <br /> <br />C. Add a bus line for the Kona-Kealakehe-Airport corridor. This region <br />also includes the West Hawai‘i Civic Center, Honokōhau Harbor, the <br />new Kaiser Permanente building, and the planned West Hawai‘i <br />Community College at Palamanui, on schedule to open for the fall of <br />2015 to serve approximately 700 students. <br /> <br />Ms. Maddox stated Mr. Mitchell brought this recommendation forward and it’s a <br />carry over from the last meeting. Ms. Kierkiewicz said she sent a note to Tiffany Kai <br />and she hasn’t heard back from her. <br /> <br /> Ms. Maddox spoke to Ms. Kai regarding the consolidation of Mass Transit and <br />Automotive for more of a streamline process and Ms. Kai indicated this issue was <br />discussed under Tom Brown’s administration and it is something she would support. <br />They talked about bus routes and Ms. Kai also indicated they have been looking at the <br />idea of hubs in general. Ms. Maddox asked if the Commission wants to recommend a <br />specific bus route in the report; serving the general area of the West Hawai‘i campus is <br />already on the table for discussion. <br /> <br />Ms. Kierkiewicz stated the recommendation could be re-worded to include <br /> <br />something about growing population centers; with the growing population, people are <br />going to want to access public transportation and this recommendation can be modified <br />to reflect that. <br /> <br />Ms. Garson gave an example that for Mass Transit, they could explore the use of <br /> <br />hubs at major areas where population growth is at its highest.
