Background and County Environmental Report <br />ATTACHMENT TO CHANGE OF ZONING APPLICATION <br />Applicant: 130 Holdings LLC <br />Tax Map Key: 3/1 -6- 010 -083 <br />ORCHIDLAND CENTER <br />A. SUBJECT REQUEST <br />1. The applicant, 130 Holdings LLC, is requesting a Change of Zone from A -3A to CV 1A (Commercial <br />Village) in order to establish a small neighborhood shopping center which will provide convenient <br />access to goods and services for people who live and work within the surrounding neighborhoods. <br />The project consists of five (5) separate buildings containing approximately 24,000 square feet <br />in total leasable area. <br />Phase One presently has two (2) building shells constructed; Building A containing an area of <br />approximately 6,400 square feet, which is intended for retail /office space, and Building B <br />containing an area of approximately 4,000 square feet, which is intended for restaurant use. <br />Phase 2 consists of Building C, containing an area of 4,800 square feet, Building D, containing an <br />area of 4,000 square feet, and Building E, containing an area of 4,800 sf. The specific uses of these <br />buildings in Phase 2 has not been determined. If the Change of Zone request is approved, the types <br />of use would be much broader and could potentially serve the surrounding communities better. <br />The applicant's intention is to complete Phase 1 of the proposed project by March, 2015, <br />with Phase 2 anticipated to be completed by March, 2019. <br />Under Special Permit No. 870 approved use was for a regional trade center to include a variety <br />of home, garden and animal supplies, catchment supplies, sales and services, and other trade <br />related businesses. The permit was later amended to include food service. <br />The applicant's objective is to create a neighborhood shopping center, rather than a trade center, <br />setting a precedence for the area and offering the community a variety of services and supplies, <br />including medical and social services. <br />By requesting a Change of Zone to CV -1a, we would like to include a gas station, convenience <br />store, Laundromat, and other multiple uses allowed under the CV zoning code. <br />The center will be accommodating tenants. Until we have tenants, we cannot state what all <br />the uses will be. <br />The property is situated approximately nine hundred (900) feet Mauka of the Keaau- <br />Pahoa Highway on the Hilo side of Orchidland Drive immediately Mauka of the <br />
