intersection of 34th Street and Orchidland Drive. The property is designated by the <br />State of Hawaii as Tax Map key No. 3 -1 -6- 010 -083, containing an area of approximately <br />2.31 acres of land. <br />Fee owner of the property is 130 Holdings LLC, a Limited Liability Company in the State <br />of Hawaii. <br />The applicant has invested approximately two million dollars towards this project, including <br />acquisition design and construction. To date, most of the infrastructure for the existing two <br />shells are in place with another $500,000.00 anticipated to complete Phase 1. The cost of Phase 11, <br />depends upon use, but could be an additional two (2) to four (4) million dollars. <br />Parking will be provided on site as shown on the Site Plan (attached as Exhibit A). Parking <br />arrangements for the project will meet with County of Hawaii requirements and have been <br />prepared by a licensed engineer in the State of Hawaii. <br />Access to the proposed complex would be provided off of Orchidland Drive, a privately <br />maintained roadway which provides access to the subdivision off of the Keaau -Pahoa <br />Highway. It is anticipated that the proposed project would reduce traffic levels on the Keaau -Pahoa <br />Highway by reducing the number of trips residents of the surrounding subdivisions would <br />need to make to Keaau and or Pahoa Town for services and goods. <br />A traffic analysis impact report has been prepared by Witcher Engineering LLP. Copies of this <br />report are included. <br />The Traffic Impact Analysis report concludes that the intersection of Highway 130 and Orchidland <br />is already impacted. The levels of service are "E" (very long traffic delays) in the AM, and "F" <br />(extreme traffic delays) in the PM. <br />The TIAR further states that mitigating measures need to be put in place for this already <br />impacted intersection. These mitigating measures could consist of more lands on Highway 130, <br />a right turn lane on Orchidland Drive with traffic signals, or a roundabout may also be a <br />solution. <br />Neither 130 Holdings LLC or the Hawaii State Department of Highways has no proposed <br />Solution to mitigating the already impacted intersection. <br />B. CONFORMANCE WITH STATE /COUNTY PLANS <br />2. State Land Use Designation: The property is situated within the State Land Use Agricultural <br />District. Applicant is concurrently submitting a State Land Use Boundary Amendment <br />Application to change from Agricultural to Urban. <br />3. Chapter 205A, Coastal Zone Management. The property is located outside of the County <br />SMA area, is located approximately 5 miles from the shoreline, and is not connected with <br />any shoreline resources. Therefore, the granting of the proposed Project is not contrary to <br />the objectives sought under Chapter 205A, HRS since the natural resources of the SMA <br />
