Zoning: The County Zoning designation for the Property is Agricultural with a minimum <br />lot size of 3 acres (A -3a). <br />7. Community Development Plan: The proposed project conforms to the goals and policies <br />of the Puna Community Development Plan in that it is located in an area identified for <br />development as a village center. It will enhance the vision to reshape the development <br />pattern by moving away from the sprawl effects for the existing subdivisions and towards <br />the formation of village and town centers, so the subdivision can maintain it's rural <br />residential character. <br />The Orchidland Center project will give residents better access to public and commercial <br />services, stimulate local employment opportunities, and reduce traffic on Highway 130. <br />The project will make available leasable space for services not currently available to the <br />community, including "green industries ", medical care, and preventive public health <br />programs. <br />Special Management Area: The Property is not situated within the County's Special Management <br />Area. <br />C. PHYSICAL CHARACTERISTICS AND ENVIRONMENTAL SETTING OF THE PROPERTY <br />AND SURROUNDING AREA <br />Physical Characteristics Environmental Setting: <br />9. Description of subject property, location, climate, topography, slope, soils (including <br />size, shape, existing structures): <br />The subject property containing an area of approximately 2.31 acres of fee simple land <br />is located on the corner of 34th Avenue and Orchidland Drive in the Orchidland subdivision. <br />The subject property is fairly level with no slopes or depressions. This area enjoys a <br />mild climate, with rainfall of 80" to 100" per year. The elevation of the subject Property is <br />between four hundred and ten (410) and four hundred and twenty (420) feet. The soils in <br />this general area are classified by the United States Department of Agriculture, Soil <br />Conversation Service as Lava flows, Pahoehoe (rLW). <br />The subject property has been graded and filled, with much of the infrastructure <br />in place. At present there are two (2) metal frame buildings constructed with approved <br />plans for potentially five (5) separate buildings. <br />10. Lava Hazard Zone: The project area is in Lava Flow Hazard Zone 3 <br />11. Distance from coastline: The Property is in excess of 5 miles from the Coastline <br />and is not connected with any shoreline resources. <br />4 <br />
