BACKGROUND INFORMATION TO <br />APPLICATION FOR <br />STATE LAND USE BOUNDARY AMENDMENT <br />APPLICANT: 130 HOLDINGS LLC <br />TMK (3) 1 -6- 010 -083 <br />3. BACKGROUND INFORMATION: <br />A. The Orchidland Center, under Special Permit No. 870, was approved for a regional <br />trade center, to include a variety of home, garden and animal supplies, catchment <br />supplies, sales, and services, and other trade related businesses. The permit was later <br />amended to include food service. <br />The applicant is requesting a change of zone from Agriculture to Urban, in order to expand <br />the types of businesses and services that will be available to the surrounding subdivisions <br />and communities. The project would offer the community a central location for essential <br />goods and services. Presently, members of the surrounding subdivisions must drive <br />approximately five miles to either the town of Keaau or the town of Pahoa for goods and <br />services. <br />The applicant's objective is to create a neighborhood shopping center. The neighbor- <br />hood shopping center would open opportunities for a gas station/convenience store, <br />laundromat, offices, and other businesses and services allowed under the commercial <br />zoning. <br />B. The project consists of five (5) separate buildings containing approximately 24,000 <br />square feet in total leasable area. <br />Phase One presently has two (2) building shells constructed; Building A containing <br />an area of approximately 6,400 square feet, which is intended for retail /office space, <br />and Building B containing an area of approximately 4,000 square feet, which is <br />intended for restaurant use. <br />Phase 2 consists of Building C, containing an area of 4,800 square feet, Building D, <br />containing an area of 4,000 square feet, and Building E, containing an area of 4,800 sf. <br />The specific use of these buildings in Phase 2 has not been determined. If the change <br />of zone request is approved, the types of use would be much broader and could <br />potentially serve the surrounding communities with a variety of goods and services <br />not presently available. <br />
