The applicant's intention is to complete Phase 1 of the proposed project by March, <br />2015, with Phase 2 anticipated to be completed by March, 2019. <br />C. State and County Plans: <br />The proposed project is consistent with the General Plan's goals and standards related <br />to the economy in that it would provide jobs, supply products and services in a convenient <br />manner to the rapidly growing area creating economic activity, without causing any <br />environmental degradation. <br />The proposed project is consistent with the General Plan's goals and standards <br />related to the environment in that it maintains environmental quality and no valuable <br />resources would be adversely affected by the use. No rare, threatened, or endangered <br />species or ecosystems are present, and no other impacts to air quality, water quality, <br />or other environmental resources would occur. <br />The proposed Project is consistent with the Plan's goals and standards related to historic <br />sites in that no historic sites are present and none would be affected. <br />The proposed project is consistent with the Plan's goals and standards related to the <br />natural beauty in that the project will not have a significant impact on the existing <br />character of the surrounding lands. The General Plan does not list any areas of any <br />natural beauty in the area. Therefore, there will be limited visual impact associated <br />with the proposed use. <br />The proposed project is consistent with the General Plan's goals and standards related <br />to land use in that, although it involves a non - agri cultural use of agricultural land, it <br />does not involve lands of agricultural importance and is compatible with surrounding <br />uses. <br />Currently there are existing commercial uses; the Mint Stop Gas Station and convenience <br />store, Orchidland General Store, and Blaine's Drive -Inn, located less than 200 feet <br />from the proposed project site. Consequently, while the proposed project will alter <br />the character of the land to some extent, the uses are not inconsistent with surrounding <br />activities. <br />The proposed project conforms to the goals and policies of the Puna Community <br />Development Plan in that it is located in an area identified for development as a village <br />center. It will enhance the vision to reshape the development pattern by moving away <br />from the sprawl effects for the existing subdivisions and towards the formation of village <br />and town centers, so the subdivision can maintain its rural residential character. <br />The project also meets with the Orchidland Community Association's Design Guidelines <br />as an appropriate place for the concentration of commercial uses to serve the subdivision <br />and surrounding communities. <br />
