4. STANDARDS FOR REVIEW. <br />A. Chapter 205 & Chapter 205A, Costal Zone Management: The property is located <br />outside the County SMA area, is located approximately 5 miles from the shoreline, and is <br />not connected with any shoreline resources. Therefore, the granting of the proposed Project <br />is not contrary to the objectives sought under Chapter 205A, HRS since the natural resources <br />of the SMA are unaffected. Accordingly, the proposed project is consistent with, and is not <br />contrary to the objectives sought to be accomplished under Chapter 205 and 205A. HRS. <br />B. The proposed Project is consistent with the General Plan's goals and standards related <br />to the economy in that it would provide jobs, supply products and services in a convenient <br />manner to the rapidly growing area creating economic activity, without causing any <br />environmental degrdation. <br />The proposed Project is consistent with the General Plan's goals and standards related <br />to the environment in that it maintains environmental quality and no valuable resources <br />would be adversely affected by the use. No rare, threatened, or endangered species or <br />ecosystems are present, and no other impacts to air quality, water quality, or other <br />environmental resources would occur. <br />The proposed Project is consistent with the Plan's goals and standards related to Historic <br />sites in that no historic sites are present and none would be affected. <br />The proposed Project is consistent with the Plan's goals and standards related to the <br />natural beauty in that the project will not have a significant impact on the existing <br />character of the surrounding lands. The General Plan does not list any areas of <br />natural beauty in the area. Therefore, there will be limited visual impact associated <br />with the proposed use. <br />The proposed Project is consistent with the General Plan's goals and standards, <br />related to land use in that, although it involves a non - agricultural use of agricultural <br />land, it does not involve land of agricultural importance and is compatible with <br />surrounding uses. <br />Concurrently, there are existing commercial uses: the Mint Stop gas station and <br />convenience store, Orchidland General Store, and Blaine's Drive -Inn, located less <br />than 200 feet from the proposed Project site. Consequently, while the proposed <br />Project will alter the character of the land to some extent, the uses are consistent <br />with surrounding activities. <br />Based on the above, the Applicant believes the proposed use is consistent with the <br />Goals and Policies of the Hawaii County General Plan. <br />
