<br />1.Status of applications heard by Windward Planning Commission that are pending before <br />County Council. <br /> <br />Mr. Darrow updated the Commission on several matters that were previously heard by <br />the Commission. He stated that the PUD bill [Bill No. 281] and the Morris Change of <br />Zone [REZ 14-180] both passed the Planning Committee level and will, therefore, be <br />heard by the County Council. Mr. Darrow also informed the Commission that the <br />Ogasawara Change of Zone [REZ 14-176] and the Camacho Change of Zone [REZ 14- <br />177] were approved by the County Council. <br /> <br />Mr. Darrow stated that there were five items tentatively scheduled for the March 5, 2015 <br />Commission meeting. The motion for reconsideration that was just discussed will also be <br />added to that agenda. <br /> <br />Commissioner Ono, in reference to the Moe Change of Zone application that was just <br />discussed [Item No. 1], asked if it was the Commission’s duty to address a traffic study as <br />requested by Theresa McCrary, who testified on that application. Mr. Darrow stated that <br />when he received Ms. McCrary and Jeffrey Joseph’s letter on the matter, he contacted the <br />Department of Public Works, Engineering Division, and inquired what the future <br />improvements and plans for Kekūanāo‛a Street were. Mr. Darrow stated that he was told <br />that their current focus was on Manono Street, and there were currently no plans to <br />improve Kekūanāo‛a Street. Mr. Darrow then deferred the inquiry regarding a request <br />for a traffic study to the Planning Director. <br /> <br />Mr. Kanuha confirmed with Commissioner Ono that his inquiry was whether or not it <br />was within the purview of the Commission to request that a traffic study be completed. <br />Mr. Patel stated that this was something the Commission could request, but not <br />something that the Commission could direct as it would be subject to the applicant <br />agreeing to it. Mr. Patel explained that at base, the Commission’s focus is on the specific <br />criteria for granting the change of zone, and that was not specifically listed. <br />Commissioner Ono agreed with Mr. Patel’s statement, but said that he was wondering if <br />that would be something for the Commission to think about for future requests although <br />he felt that a request to impose the cost of such a study to Dr. Gutteling in the Moe <br />application was unfair. <br /> <br />Mr. Patel advised Commissioner Ono that if he wanted to discuss this matter further, the <br />proper procedure would be to make a motion to reconsider the Commission’s decision. <br />Commissioner Ono stated that he just wanted to know for his own information. <br /> <br />Mr. Kanuha informed the Commissioners that the Department was going to initiate the <br />Comprehensive Review to the General Plan, with the official start date being <br />th <br />February 6.
