Jojo motioned for approval, all approved <br />47 <br />aside from Anika who voted against due to being unable to submit her reports <br />48 <br />in advance as required. <br />49 <br />Cohen opened new motion regarding the 7 day rule and asked for an <br />50 <br />amended to the rule to acknowledge that reports may not always be able to be <br />51 <br />submitted one week in advance. Amendment to apply to the 7 day rule to add <br />52 <br />(if possible). Roehrig amended the prior motion to reflect the change as <br />53 <br />initiated by Cohen. Cohen seconded, all in favor, none opposed. <br />54 <br /> Review Discussion of Bill 281 relating to Planned Unit Developments <br />3. <br />55 <br />(PUD) <br />56 <br />a. <br />Joel Cohen advised that he will be in support of Bill 281 as an individual as <br />57 <br />it goes to the Planning Commission and will be providing verbal testimony <br />58 <br />(written testimony already submitted) at that meeting. Emphasis will be on <br />59 <br /> <br />processes to be established and adhered to. <br />60 <br />b. <br />Public Hearing on Bill 281 is set for 12/18/2014. <br />61 <br />c. <br />Hoover advised that during the testimony, members providing individual <br />62 <br />testimony cannot disclose their AC member affiliation, Cohen <br />63 <br /> <br />acknowledged. <br />64 <br />State Land Use Commission statewide meetings on land use regulation – <br />4. <br />65 <br />Jojo Tanimoto led a discussion of the LUC statewide meetings on land use <br />66 <br />regulations and proposed the following motion be considered. <br />67 <br />a. The SKCDPAC motioned that the Planning Director include into the <br />68 <br />Planning Department comments to the State Land Use Commission <br />69 <br />Boundary Review the following comments: <br />70 <br />i. What is not working is the Kawaihae community request to recognize the <br />71 <br />Pelekane Watershed as a watershed in the Land Use Commission <br />72 <br />Boundary Review. <br />73 <br />ii. What is not working is the portion of the Pelekane Watershed that <br />74 <br />affects the water quality of Pelekane Bay and surrounding marine <br />75 <br />environment, is not in conservation designation. <br />76 <br />iii. What is not working is the Palihae Stream that runs from the Watershed <br />77 <br />directly into Pelekane Bay. <br />78 <br />b. Motion by Tanimoto for the SKCDPAC ask the Planning Director to <br />79 <br />consider these matters in changing this portion of Pelekane Bay from an <br />80 <br />AG designation to a conservation district. <br />81 <br />i. Hoover asked for clarification on Tanimoto’s item 4 as it relates to home <br />82 <br />rule, and asked that it is too aggressive to ask this of the PD. <br />83 <br />ii. Cohen moved to approve the 12/08/2014 handout by Tanimoto for <br />84 <br />recommendations item 1, 2, and 3, but omitting item 4 on the second <br />85 <br />page from the approval. <br /> <br />
