Merit Board of Appeals October 15, 2014 <br />Mr. Nahuina asked whether the form is fillable on the internet. Ms. Toriano replied <br />that it will be made into a fillable form. <br />Motion: Ms. Rabago moved to adopt the amended Merit Appeals Board appeal form. <br />Seconded by Ms. Otake. <br />The voice vote, was as follows: <br />AYES: <br />Board Members Nahuina, Otake, Rabago, <br />and Chair Kuewa —4. <br />NOES: <br />None. <br />ABSENT: <br />None. <br />EXCUSED: <br />None. <br />Chair Kuewa proposed to take out of order the "Director's Report" then address the <br />evaluation performance of the Human Resources Director. It would be useful to <br />hear what the latest report is, as it may help the Board in setting the performance <br />standards for the fiscal year. <br />CONSENT ITEM By general consent, the following item was taken out of order, as requested by <br />CHANGE ORDER OF Chair Kuewa and with no objections from Board Members. <br />BUSINESS: <br />DIRECTOR'S REPORT The Chair directed the Board to proceed to the next order of business, <br />Item 8): Director's Report. <br />DIRECTOR'S REPORT: HR QUARTERLY REPORTS/ITEMS OF CURRENT INTEREST <br />(DEFERRED: SEPTEMBER 17, 2014) <br />Ms. Toriano presented the following: <br />Status of Labor Position: We recently closed the second recruitment as far <br />as advertising and hope to make the job offer shortly and have the position <br />filled by the end of this year or starting with the new year. <br />Collective Bargaining: We are beginning the process for negotiations with <br />HGEA—Units 2, 3, and 4. The fact that the Governor is going to change, it's <br />not unusual that there is a slow progression, but we anticipate they will gear <br />up again in the new year. Bargaining Unit 14 is a new bargaining unit. It's <br />primarily for the County's Water Safety Officers, but it also includes public <br />safety—sheriffs, et cetera. HGEA is encouraging everyone to still keep the <br />dialogue going. It's interesting that no one around the table could recall <br />when a new bargaining unit was brought up. <br />Page 4 <br />
