License Reauirement: Possession of a valid State of Hawaii driver's license <br />(Class 3) or any other valid comparable driver's license. <br />Knowledge of: principles and practices of public administration, organization, <br />and management; information systems and analysis, design, and development; <br />knowledge of electronic computers, data storage media/devices and other <br />peripheral equipment, their capabilities and general processes; computer <br />programming techniques; technical aspects of information technology, e.g., data <br />base/data communication concepts; data sources and flow, interactions of complex <br />systems, and capabilities and limitations of systems software and computer <br />equipment; research and analytical methods and techniques; principles of report <br />writing. <br />Ability to: gather, analyze, correlate, and evaluate facts, and make sound <br />judgments; apply analytical reasoning; read and comprehend information <br />technology manuals and other written materials; determine feasibility of converting <br />various manual work processes to computer operations; analyze and apply machine <br />capabilities to data processing operations; understand the legal and procedural <br />requirements and the functions and organization of the programs under study; <br />recommend procedures for conversion to information technology systems; <br />plan efficient layouts, workflow procedures and processes, and integrate these into a <br />complete information technology systems plan; prepare clear and concise reports <br />and operating procedures; follow oral and written instructions; establish an effective <br />working relationship with manufacturers' representatives, departmental officials and <br />employees. <br />Selective Certification: Specialized knowledge, skills, and abilities may be <br />required to perform the duties of certain positions.
