The report explained that they would be looking at the Maui Island <br />General Plan as a template and would make it specific to the Big Island's <br />needs. <br />The report also states that, "The individual CDPS goals, objectives, policies <br />and actions have precedence over the broad strokes that the general plan <br />provides." <br />It explains that the "Kona CDP is committed to encouraging new language to <br />be added so that this CDP can be implemented." <br />Terry Dunlap informed the Action Committee that he has printed out one <br />copy of the Maui Island Plan and it will be available if anyone would like to <br />look at it. <br />2. Report from the second Adhoc Subcommittee (Hiram Rivera, Curtis Tyler, <br />Doug Payne, and Keoki Schattauer) on land use, environmental & cultural <br />resources, transportation, and public facilities as it relates to the General <br />Plan. <br />Hiram Rivera handed out copies of his report and read it aloud. The report <br />explained that "at this early stage in the General Plan revision process, the <br />subcommittee needed further guidance/direction with respect to the <br />process. If the vision/direction is to keep the basic General Plan structure <br />with minor revisions, then it may be appropriate to review the existing <br />elements with respect to the Kona CDP. However, if there are major <br />structural changes to the General Plan being contemplated, then reviewing <br />the existing elements may not be an important exercise." <br />The report went on to say that "the Kona CDP Ad Hoc Committee felt that <br />their focus was on implementing the Kona CDP. With respect to the General <br />Plan, the committee felt that the Planning Department needs to ensure that <br />the key goals, policies, and actions identified in the Kona CDP are either <br />incorporated in or acknowledged by the General Plan." <br />Additionally, the Ad Hoc Subcommittee listed 5 specific recommendations <br />with respect to the General Plan Transportation elements, goals, policies, and <br />courses of action. These specific recommendations are based on the <br />assumption that the current structure of the General Plan will be kept: <br />1. That the Road Standards be updated to ensure they accommodate <br />multi -modal systems. <br />
