Petition No. 2015-03: Initial review of petition alleging that a County officer <br /> violated Sections 14-1 (Enactment and Policy), 14-2 (Standards), and 14-4 of <br /> the County Charter(Code of Ethics) by using the officer's p-Card "as a <br /> special privilege to obtain goods and services: from various merchants and <br /> vendors,which is a "conflict of interest in serious breach of"the highest <br /> standards of ethical conduct." Petition also alleges that another County <br /> officer is in violation by continuing to allow the first officer to do so. <br /> Mr. Adams: Madame Chair if I could. This is significant enough if I could I'd <br /> just like to state for the record that I see no reason to recuse myself <br /> from consideration of this. I just prefer to make that statement. I <br /> just want to make sure that's clear. I know that in our rules there <br /> are also opportunities for any person to file an affidavit requesting <br /> that a member of the Board recuse him selves or disqualify <br /> themselves. I'm assuming that we having not heard that I'm <br /> assuming that no affidavits been presented asking any of us to do <br /> that. <br /> Mr. Goodenow: I guess is have to make a motion first that's correct before any <br /> discussion. <br /> Mr. Adams; I'm sorry don't we have someone who is going to testify on this <br /> right, the petitioner. <br /> Mr. Goodenow: I wanted to ask the petitioner. <br /> Mr. Murai; Madame Chair. May I suggest that we call the parties up to the <br /> table and perhaps the first thing the Board may want to do is <br /> acknowledge receipt of the petition and acknowledge receipt of the <br /> respondent's responses. <br /> Ms. Kahakalau: Could we please call the petitioner I guess you're in Kohala is <br /> ready already.
