The PCDP AC, State of Hawaii, County of Hawaii and other private or community groups <br />have engaged in a variety of projects either consistent with the goals and objectives of the PCDP <br />or specific Actions called for within the plan. The attached table lists those PCDP Action items <br />that are actively being implemented and identifies significant accomplishments and milestones <br />achieved during the reporting period. <br />May 2014 -April 2015 <br />PCDP Goal, Objective & Action Items <br />Progress Update <br />2.2.1 b. Destruction of native forest <br />Building in Puna Brochure Work on the <br />through development activity is abated <br />grubbing and grading brochure commences. <br />2.2.1 c. The spread of invasive species <br />through abandonment of previously cleared <br />areas is reduced <br />2.2.2 d. Increase the County's role in <br />helping to sustain the native forest, <br />primarily through tax incentives, new <br />regulations and zoning changes. <br />3.1.3 d. Facilitate land use entitlements <br />Pahoa Regional Town Center Plan (PRTCP): <br />and financing for the development of new <br />village /town centers by: <br />o The Pahoa Village Design Guidelines <br />1) Creating a regional town center plan <br />adopted by Resolution Number 454 -14 <br />for each village /town area as prescribed <br />o Ordinances amending Chapters 3 (Sign Code) <br />in Section 5.2.1... <br />and 25 (Zoning Code) of the Hawaii County <br />Code to provide for: (1) establishment of the <br />Pahoa Design District; (2) procedures for <br />project review against the adopted design <br />guidelines; and (3) special sign regulations for <br />the Pahoa Design District have been drafted, <br />approved by the Pahoa Regional Town Center <br />Plan Subcommittee, the Puna CDP Action <br />Committee, and the Planning Commission <br />and submitted to the County Council for <br />adoption. <br />o FY 2014 -15 CIP Budget included $2,161,000 <br />to extend Post Office Road between Pahoa <br />Village Road and the new Pahoa Park. <br />o Allotment approved for $300,000 in FY 2013- <br />14 CIP project for the Pahoa Sewer <br />Feasibility Study. <br />o Allotment approved for $150,000 CIP project <br />for Pahoa Regional Town Center Master Plan. <br />o $1.26M CIP allotment approved for Pahoa <br />Town Center land acquisition. Ongoing <br />negotiations with landowners commenced in <br />March 2014. <br />10 <br />
