Communication No. 2015 -37 <br />PCDP Subcommittee on Connectivity and Emergency Response <br />Meeting — August 25, 2015 Keaau Community Center <br />5:00 p.m. <br />MINUTES <br />Call to Order: 5:07 p.m. <br />Call for Approval of Minutes as Circulated (July 28, 2015) — Moved to accept, Patti <br />Pinto; Seconded, Jon Olson; Unanimously approved. <br />Old Business: <br />• Update on Ad hoc Committee initiated by Gregor Ilagan <br />Results of August 18, 2015 County Council Committee on Public Works and <br />Parks and Recreation August 18, 2015 meeting in Kona. Communication 363 <br />introduced by Councilman Ilagan dated July 6, 2015: "REQUESTS <br />DISCUSSION REGARDING THE CREATION OF AN AD HOC COMMITTEE <br />RELATING TO ROAD CONNECTIVITY IN PUNA. The proposed ad hoc <br />committee will study prioritized connections and work towards implementing the <br />connections. (Wording was revised during the subcommittee discussion to have <br />word "study" replaced by "review. ") <br />Testimonies given: <br />PCDP Chair — Patti Pinto — in support of Ad hoc committee <br />CERS Chair — Marlene Hapai — in support of Ad hoc committee <br />Others: Jon Olsen — opposed to word "study" being used <br />• Ad hoc Committee Composition: All Councilmembers representing Puna to <br />include: Council members Ilagan, Paleka, David and Onishi, PCDP AC Chair, <br />Patti Pinto; PCDP CERS Chair, Marlene Hapai. Department of Planning and <br />Public Works, Civil Defense and other government agencies as needed will <br />serve in an advisory role to determine viability of CL's (Connectivity <br />Locations) and implementation. <br />• Foundational Materials to be provided for committee planning: Provided <br />May 2014 and May 2015 CERS Reports which included prioritized CL /s, <br />criteria for prioritization (County of Hawaii and PCDP), input received and <br />incorporated from the public and maps. <br />• First scheduled organizational meeting — August 26, 2015, 10:00 a.m. <br />Council Chambers <br />• Need to schedule meetings with the following to gain support for <br />connectivity implementation: <br />• Representative Gabbard <br />• Senator Schatz <br />• Senator Lorraine Inouye, State Senate Transportation Chair <br />New Business: <br />• Review of Lava Tree Park/Nanawale alternate connection to Highway <br />132: Should read as follows: Connect Nanawale to Highway 132 via Forest <br />
