Hawai'i Police Commission <br />Regular Session Minutes <br />August 7, 2015 <br />Page 2 <br />service. Crime trends show that unauthorized entry of motor vehicles decreased in <br />Hilo. They have increased patrol in recreational areas such as swimming and hiking <br />areas. Area I I had an increase in unauthorized motor vehicle entry, and police <br />presence has been increased. In Ocean View, they had an increase in property <br />crimes which is being addressed by CPOs and more police presence. AC Kealoha <br />reported that several auto thefts in Kona have been cleared, and two people were <br />arrested. <br />• Traffic report: Assistant Chief Kealoha reported that there were no fatalities in July, <br />although they had one in August. There were no traffic trends. <br />(Commissioner Gomes arrived at 9:18 a.m.) <br />Personnel report: Assistant Chief Kanehailua reported having 13 sworn vacancies. <br />Another recruit class is in progress. Their most pressing civilian vacancies are in <br />dispatch. They continue to have school crossing guard vacancies. An evidence <br />custodian retired, and they are required to do a full audit. <br />They are still going through the CALEA Assessment. They will find out if they <br />receive accreditation at the meeting in November. CALEA gives them a blueprint to <br />follow, but it is not a one size fits all. A lot of the issues they have to deal with <br />involve money. They were able to create their own program compliance standard. <br />• Finance report: Assistant Chief Kanehailua reported that salary and wage <br />expenditures are tracking at 12.5%. <br />• Commendations of sworn and civilian employees: Deputy Chief Ferreira <br />reported receiving 9 commendations involving 10 employees since the last meeting. <br />• Other departmental activities: The HSLEOA Conference is schedule for <br />September 16, 17, 18. They are prepared for forecasted storms. <br />Recess was called at 9:50 a.m. The meeting reconvened at 10:11 a.m. <br />EXECUTIVE SESSION <br />Vice Chair Bertsch motioned to meet in executive session to consult with Corporation <br />Counsel on questions and issues pertaining to the commission's powers, duties, <br />privileges, immunities, and liabilities; to consider discipline and charges against officers <br />or employees of the Hawai'i Police Department; and to consider sensitive matters <br />relating to public safety pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawai'i County <br />Charter Section 13-20 (b). Commissioner Gomes seconded, and it carried <br />unanimously. <br />Executive session convened at 10:12 a.m. <br />
