Councilman Ilagan (Chair <br />of the Ad hoc Committee) has estimated it will take about 5 meetings to agree on priorities <br />CLs. The County Council has expressed its appreciation for CERS and all the work they have <br />done. Patti announced that there is a memorandum of understanding with HPP and FEMA that <br />prevents the Railroad to Nanawale to Beaches/Shores to HPP emergency road from being <br />permanently opened. The plan contains a priority list and the VLRPS needs help to move forward <br />with this list. The VLRPS is continually looking for new ways to reach community members <br />and would like help with creating a community survey. <br /> <br /> <br /> <br />3.Communication Nos. 2015-36 and 2015-29.1: Pāhoa Regional Town Center Plan <br />Subcommittee (PRTCPS): <br /> Jon recapped the PRTCPS minutes emphasizing the conversations <br />revolving around the need for a planning consultant and the development of a wastewater plan. <br />Preliminary work is beginning on the formation of a review committee for the Pāhoa Design <br />Guidelines. Negotiations continue on the acquisition of Luquin’s Parking lot and it is soon to <br />be completed. Post Office Road is “in limbo”. Mark and Madie continue to pursue a lava <br />viewing area, which is much desired by Pāhoa businesses, HVNP and tourists. <br /> <br /> <br />The AC reviewed Communication No. 2015-29.1, a draft letter to the Planning Director <br />requesting clarification on a statement in the July 6, 2015 subcommittee minutes <br />(Communication No. 2015-29). <br /> <br />Elmer moved to approve Communication No. 2015-29.1. Second by Farris. View Village Center Plan Subcommittee (MTVS): <br />Patti informed the AC that there was <br />no MTVS meeting in August. <br /> <br /> <br />5.Communication No. 2015-35: Mass Transit Subcommittee (MTS): <br /> <br /> <br />th <br />June remarked that the East Hawai’i Disability Legislative Forum held on August 20 was <br />informative and helpful for the community. The subcommittee is working hard to get an <br />advisory committee together for a Mass Transit Master Plan. Councilman Paleka is helping to <br />advocate for the advisory committee. There were several concerns/questions that surfaced <br />while discussing the Mass Transit Master Plan and June has presented these to both <br />Councilman Ilagan and Councilman Paleka. Civil defense has provided wonderful maps and <br />the subcommittee has begun work to identifying possible hub and spoke routes. <br /> <br /> <br />
