<br /> <br /> <br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />HEARING TRANSCRIPT <br /> NOVEMBER 5, 2015 <br /> <br /> BRAD MCCLARY (REZ 15-193) <br />A regularly advertised hearing on the application of was <br />called to order at 9:02 a.m. in the County of Hawai‘i Aupuni Center Conference Room, 101 <br /> <br />Pauahi Street, Hilo, Hawai‘i with Chairman Myles Miyasato presiding. <br /> <br />COMMISSIONERS PRESENT: Myles Miyasato, Donn Dela Cruz, Charles Heaukulani, <br />Gregory Henkel, Donald Ikeda, and Raylene Moses. <br /> <br />ALSO PRESENT: Duane Kanuha (Planning Director), Danny Patel (Deputy Corporation <br />Counsel for the Windward Planning Commission), Daryn Arai (Planning Program Manager), <br />Jeff Darrow (Staff Planner), Lucas Mead (Staff Planner), Maija Jackson (Staff Planner), <br />Christian Kay (Staff Planner), and Sarah Hata-Finley (Commission Secretary). <br /> <br />And approximately 16 people from the public in attendance. <br /> <br />APPLICANT: BRAD McCLARY (REZ 15-193) <br />Application for a Change of Zone from Agricultural- 3 acres (A-3a) to Residential and <br />Agricultural- 1 acre (RA-1a) for 2.73 acres of land. The property is located along the south side <br />of Makalika Street, approximately 900 feet west of the Awa Street–Makalika Street intersection, <br />Pana‘ewa House Lots, South Hilo, Hawai‘i, TMK: 2-2-052:027. <br /> <br />MIYASATO: We’ll start off with Agenda Item No. 1, Brad McClary. <br /> <br />JACKSON: Thank you, Mr. Chair. Good morning, everyone. <br /> <br />MIYASATO/MOSES/DELA CRUZ: Good morning. <br /> <br />JACKSON: It’s nice to see everyone made it here through the rain. The first item on the agenda <br />is a request for a Change of Zone. The applicant is Brad McClary. The subject application is in <br />the South Hilo District in the Panaʽewa area of Hilo. You can see the highway running in a <br />north-south direction through the middle of the slide. And then, off of the highway, you have <br />Mamaki \[sic\] Street heading east. And then, the zoo is over in this general area here. <br /> <br />So, the subject application’s in the middle of the slide outlined in black. It’s just south of <br />Mamaki \[sic\] Street. The property’s zoned Agricultural – 3 acres, which is shown in the light <br />blue color. A lot of the properties around it are also zoned Agricultural – 3 acres. You have a <br />little bit of Family Agricultural zoning just north of Mamaki \[sic\] Street here.
