Assuming those two would not be able <br /> to vote on this particular thing, that means we would then <br /> have a lack of quorum to consider this petition. <br /> Mr. Robinson: I don't see the reason the why these two folks are subject to <br /> this, could not vote on it. I mean I think that we should <br /> really have a discussion in considerate today and I think we <br /> should deal with this so that the next meeting we're very <br /> clear when we deal with this deferred petition 2015-10 <br /> instead of waiting until then. I would prefer to deal with it <br /> today. Which actually lays out how this is supposed <br /> to work I guess for this Board. So any person, officer, or <br /> employee may file an affidavit that one or more of the <br /> Board members has a personal bias or prejudice. Such <br /> affidavit may be filed on any matter before the Board <br /> affecting or involving such person, officer, or employee. <br /> The Board member against whom the affidavit is filed may <br /> answer the affidavit or may file a disqualifying certificate <br /> with the Board. So what we have here then and that's the <br /> first portion of that. What we have here is we have this <br /> 2015-15 which for the purposes of discussion I would <br /> identify as an affidavit in the terminology of the rules.
