APPROVAL OF MINUTES: <br />Ms. Mendoza moved to approve the September 26, 2015 draft minutes os submitted. Second by Mr. <br />Neff. Motion passed with 5 votes aye and 0 votes nay. (Ms. Pahi'o was not yet present). <br />Ms. Mendoza moved to approve the November 21, 2015 draft minutes as submitted. Second by Mr. <br />Neff. <br />Mr. Carvalho requested that the record reflect his disapproval of the testimonial procedure at the <br />September 26th meeting. Further discussion by the Steering Committee led to Mr. Carvalho's <br />recognition of the minutes as amended per the November 21st meeting. <br />Motion passed with 6 votes aye and 0 votes nay. <br />BUSINESS: <br />1. Community Review of the Draft CDP: <br />Bob outlined the community review process to ensure all Steering Committee members were <br />prepared for the SpeakOuts and Focus Meetings. He covered the overall purpose of the <br />community review, desired outcomes, target audiences, and assumptions. He also covered the <br />different elements of the review, including: SpeakOuts, Focused Discussions, and CDP <br />Roadshows. <br />Mr. Carvalho expressed concern regarding the timeline of events and suggested the <br />Roadshows happen prior to the SpeakOuts. He also requested the Focused Discussions be held <br />from 6pm — 8pm. Ms. Gloor explained the importance of the open public SpeakOuts taking <br />place prior to the more "private/invitational" Roadshows. Discussion continued regarding <br />meeting times, topics, and different events. (See Item #2, page 3, for the vote taken relating to <br />Focused Discussion meeting times). <br />Steering Committee members were given a sample SpeakOut board and a related handout for <br />their review. Mr. Agres explained the framework of the SpeakOut and provided a general <br />overview of the process. <br />2. Steering Committee Roles During and After Community Review of the Draft CDP: <br />Mr. Agres explained that the Steering Committees role during Community Review would be to <br />explain, by being available to answer questions, orient people, connect them with planning <br />team members, and represent the CDP/SC at community meetings; and to listen, by being <br />accessible, organizing "small group" talk story meetings, and participating in SpeakOuts. <br />The Steering Committee was familiarized with the four levels of listening, pretend, selective, <br />attentive, and empathic listening. They were also presented with two different skits to <br />demonstrate appropriate and inappropriate responses to possibly controversial comments, and <br />were then given the chance to share their "elevator speech" with the committee. Mr. Agres <br />emphasized the importance of empathic listening in order to be able to accurately capture <br />Page 2 <br />
