<br />LEPC MEETING MINUTES <br />Civil Defense <br />June 9, 2015 10:00 am <br /> <br />Members Present: Henry Silva, Lead Co-Chairperson; Gerald Kosaki, Co-Chairperson; Newton <br />Inouye, DOH; Michel Uchida, HFD Hazmat; John Peard, DOH HEER; Ron Quesada, PGV; <br />Lucas Parrish, BEI Hawaii; Darryl Oliveira, Civil Defense; David Cummings, Hamakua Energy <br />Partners; James O’Connor, HPD; Daniel Gallion, HELCO. Non-Members: Sharon Leonida, <br />DOH HEER; Mike McVey, PGV; George Wells, PGV; Jarrett Enriquez, BEI Hawaii. <br /> <br /> <br />I.Call to Order – 10:05 am by Chair Henry Silva <br /> <br /> <br />II.Approval of minutes from March 17, 2015 meeting – No objections to minutes, <br />accepted and approved <br /> <br /> <br />III.Introduction of new members <br /> <br /> <br />IV.Tier II project report – John Peard brought in more informational brochures regarding <br />tier II requirements. We also discussed ways to get more compliance. We discussed <br />sending letters out to the prospective companies as well as companies who have <br />submitted tier II reports in the past. Sharon Leonida stated that she would try to get a <br />list of who has reported in the past consolidated. John Peard stated that he could then <br />compare the current lists for discrepancies. Gerald suggested possibly putting it on <br />the county website. He stated that he would make an apt. with mayor Kenoi to <br />discuss this and for their involvement. <br /> <br /> <br />V.School labs and chemicals update – Henry stated that the DOE representative did not <br />attend the last HSERC meeting but Travis from DOH gave a report. Sharon stated <br />that there is a MOA being developed between DOH HEER and the DOE. Henry <br />stated that each school will need to have an updated inventory and all chemicals <br />should have a max shelf life of 5 years for all chemicals. He said that this should <br />already be in their lab procedures. <br /> <br /> <br />VI.County reports: <br /> <br /> <br />Civil Defense – No report <br /> <br /> <br />Fire – The Vigilant Guard full scale exercise was held on June 3 involving a <br />hazmat leak at BEI. There was a coordinated response with Fire, Hazmat, EMS, <br />and the CST. There was the IMT from Fire evaluating the exercise. <br /> <br /> <br />Police – No report <br /> <br /> <br />VII.Industry Reports: <br /> <br /> <br />BEI - Lucas Parrish stated that BEI participated in the Vigilant Guard exercise <br />simulating a release of Vikane (Sulfuryl Fluoride). He elaborated on how the <br />facility could be compromised if a situation like this occurred. Henry identified <br />the past incident that happened at BEI involving a Sulfuric Acid spill. Darryl <br />Oliveira requested that the LEPC take the lead in doing an AAR to discuss the <br /> <br />
