Where you <br /> are in the County, the connection between your position <br /> and what the contracts gonna be doing. Those are all things <br /> that you take into consideration. So I'll say that. I think <br /> there's...under the current law, not the Code that's coming <br /> in one July. When we look at 2-83(b) it talks about "No <br /> officer or employee shall use or attempt to use the officer's <br /> or employee's official position to secure or grant <br /> unwarranted privileges, exemptions, advantages, contracts, <br /> or treatment, for oneself or others". And that "includes and <br /> not limited to seeking other employment or contract for <br /> services for oneself by the use or attempted use of the <br /> officer's or employee's office or position". So I think that <br /> this Board over the years to the extent that I'm aware what <br /> the Board has done. Has taken a pretty liberal position on <br /> that and liberal and meaning expansive. That if you are in <br /> a position that oversees the execution of contracts and also <br /> potentially bidding on a contract for that particular agency. <br /> That would be considered a conflict of interest. So, but you <br /> know we're just having a discussion here and different <br /> members of the Board may have different views on that. <br /> For me, the idea is to try and create some type of firewall <br /> between what your position is with the County, the <br /> responsibilities you have and what the contracts is for. <br /> Typically we can do that by ensuring that you're not <br /> engaged in...that someone's not engaged in a contract for <br /> the agency that you're a member of or only in another <br /> agency. That's a potential firewall. Again it comes back to <br /> 7 <br />
