1 SOUTH KOHALA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE 2 aka HUI KULEANA O KOHALA HEMA 3 southkohalaactioncommittee@gmail.com 4 County of Hawai’i 5 MINUTES DRAFT 6 Meeting Date: February 22, 2016 7 Call to order: 5:05 pm 8 Place: Waimea – Lilly Yoshimatsu Senior Center 9 67-1199 Mamalahoa Highway, Waimea, Hawaii 96743 10 Roll Call: 11 1Members present: Diane Kanealiʻi, John Mueller, George (Robbie) 12 Robertson, Roger Harris, Joel Cohen, and Josephine (Jojo) Tanimoto 13 2Members absent/excused: 14 3Planning Department: Deanne Bugado 15 4County of Hawaii: Dave Hirt 16 5Public: Aric Arakaki, Rick Gimirkin, David Tarnas, Scott Head, Myron 17 Yamasato, Pete Hoffmann, Eddie Akau, Willett Kalokahaku Akima- ā 18 Akau 19 STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA 20 None 21 ADMINISTRATIVE MATTERS 22 Meeting minutes from January 25th, 2016 23 Robbie Robertson made a motion to approve, and Joel Cohen seconded that motion. 24 All in favor and the motion was carried unanimously. 25 BUSINESS OF COMMITTEE 26 Diane Kanealiʻi he 1.John Mueller stated that after discussion with withdrew the 27 original motion made during the 1/25/16 meeting to allow her to provide clarification 28 then introduced a new regarding the concerns with the proposed application. Diane 29 motion and Roger Harris seconded the new motion. 30 Discussion opened up and included discussion with the Aric Arakaki and Rick 31 Gimirkin of the Ala Kahakai National Historic Trail, National Park Service who 32 provided the AC with information regarding the Ala Kahakai Master Plan as well the 33 specific comments made to the Planning Department regarding the proposed project 34 regarding impact to the ala loa and alanui aupuni; scenic and visual considerations; 35 public lateral shoreline access trail; cultural resources and natural resources. Also 36 additional concerns were raised regarding impact to the view of the Bay by the 37 proposed project since it is one of the identified beautiful places in the General Plan 38 and impact of the project to the traffic and wastewater system. The impact of sea level 39 rising was also brought up again this meeting to emphasis the importance of the 40 development analyzing the potential impact to the proposed location of structures.
