Gail said the students built sediment check dams <br />to prevent sediment from entering the ocean. Gail said the students planted <br />over 400 ilima plants around the sediment check dams after catching the <br />sediment. Gail said that in looking at the future, this project will serve as a <br />model for coastal restoration. There may be a possible future project to <br />clean out this site further since it was used as a dump site. Following Gail's <br />presentation of the project a few of the Kohala High School students went <br />over their roles in the project and showed some slides of their soil erosion <br />control efforts. <br />II. CONTINUATION OF ADMINISTRATIVE MATTERS (Items B -C): <br />B. Minutes of the meeting from November 9, 2015 were reviewed and <br />recommended for approval. <br />Faye Yates made a motion to approve the minutes and Jack Hoyt seconded <br />that motion. The motion was carried unanimously. <br />C. Election of Chair and Vice Chair for the remainder of Calendar Year.2016. <br />Jack Hoy nominated John Winter for Chair. There was a discussion that <br />followed by the AC members and they mentioned that John's term ends in <br />September that they may have another election in September. Kristen <br />Dircks seconded the motion. The motion was carried for John Winter as <br />Chair with 5 aye votes and one abstention <br />For Vice Chair, John Winter nominated Faye Yates. <br />Kristen Dircks seconded the motion. The motion was carried unanimously. <br />IV. CONTINUTATION OF BUSINESS OF COMMITTEE (Items B -D): <br />B. Susan Fischer provided a brief presentation of the role of the Public Access, <br />Open Space & Natural Resources Preservation Commission (PONC) and <br />provided brochures and CDs of the listed properties that were prioritized for <br />the Mayor for use of the 2% fund from property taxes plus matching funds, <br />and 0.5% for maintenance. <br />Ms. Fischer said that residents can suggest properties by submitting a form. <br />The PONC ranks the recommended properties and performs site visits as <br />part of their evaluation. She said that submittals are due by June and that <br />the analysis is completed by the end of the year. <br />C. The Action Committee discussed draft Bill 150. Topics discussed included <br />the proposal to reapply for consecutive terms and AC members staying on <br />until vacant terms are replaced first. <br />Page 2 <br />
