The first testifier will be <br /> Cory Harden speaking...regarding agenda item 5a. <br /> Ms. Harden: I brought something I'd like to pass out to you. A mug shot from <br /> the Police Department. <br /> Mr. Goodenow: Can we keep that for the record? <br /> Ms. Harden: Yes. <br /> Mr. Goodenow: Thank you. <br /> Ms. Harden: Just to remind us of the seriousness. So good morning Ethics <br /> Commissions and thank you for your volunteer service. I'm <br /> speaking about Mayor Kenoi's pCard use. My name is Cory <br /> Harden. Mayor Kenoi has done a lot of good things,but he should <br /> not remain in office. Our County Charter calls for treating <br /> everyone in an "impartial manner". If a County clerk borrowed <br /> $30,000 of taxpayer money, continued despite repeated warnings, <br /> and covered up for five years, they'd be fired. Kenoi's actions were <br /> so serious that we have this mug shot. And so serious that he hired <br /> not one, not two, but three Honolulu criminal defense lawyers. <br /> County Council has rebuffed Councilmember Wille's attempts at <br /> action, and hasn't even asked what the administration is doing <br /> about the pCard issue. Finance says they're still reviewing pCard <br /> policies. It seems you're the only County entity that may act any <br /> time soon. I hope you will act based on what you know so far, <br /> before Mayor Kenoi ends up out of your reach when his term ends. <br /> If his trial yields more revelations while he's still in office, then <br /> you can take further action. Our County Code of Ethics is <br /> supposed to be "liberally construed to promote high standards of <br /> ethical conduct in County government." The Star-Advertiser <br /> observed, "the standard he [Kenoi)has set is alarmingly low". Our <br /> State Constitution says "the public credit" shall not be used "except <br /> for a public purpose". Our Ethics Code prohibits "Using County <br /> property or personnel for other than a public activity or purpose." <br /> The County Charter says "All public property and equipment are to <br /> be treated as a public trust and are not to be used in a proprietary <br /> manner or for personal purposes without proper consent". It also <br /> says non-compliance "shall constitute a cause for suspension, <br /> removal from office or employment, or such other penalty as the <br /> Council may prescribe by ordinance."
