Today, the eyes of the County and State <br /> are watching to see what action is taken in the case of alleged <br /> ethics violations by Mayor William Kenoi. I believe the citizens <br /> want to see this panel make a decision today at this meeting. My <br /> first point is that the Mayor violated the terms of fifteen page <br /> County purchasing pCard program and procedures manual of <br /> October 2013 and that's available online. The manual states that in <br /> order to be issued a pCard, a County employee must sign an <br /> agreement that states "I understand that use of the pCard to make <br /> personal purchases is prohibited, unless specifically authorized." <br /> Further, "I will not use the pCard, under any circumstances, for <br /> unauthorized personal use" that requires a signature. Cardholders <br /> also sign and acknowledge "if the pCard is used for unlawful or <br /> improper purposes" and they also be subject to disciplinary action <br /> for misconduct again in the manual. In addition, page four of the <br /> manual states that pCard purchases are to be made only for <br /> budgeted items that serve a legitimate departmental purchase. I <br /> ask you to determine if among other irregularities, surf board and <br /> bicycle purchases are considered budgeted items serving a <br /> legitimate departmental purpose.
