<br />Neither the applicant nor its representative was in attendance. The Commission proceeded with its <br />discussion, which primarily focused on the question of whether or not the image of the woman with <br />an upright bass behind her used on all three signs, was to be regarded as “symbol” under the Sign <br />Code; if it was, the height of the “symbol” exceeded the nine-inch limit set forth by the Sign Code. <br />In considering the matter the Commissioners referred to various signs within the Kailua Village, such <br />as those of Aloha Gas, American Savings Bank, Honda, Famous Footwear, Holiday Inn and Lava <br />Java. Commissioner Roth opined that if an image or design was repeatedly used, it would become <br />more of a symbol. Commissioner Andreae commented that she was not in favor of the image being <br />repeated also for the reason that the three similar signs would make the property look more cluttered, <br />as they were proposed to be mounted fairly close to one another. The consensus of the Commission <br />was that the proposed design was attractive, and that the image of the woman with an upright bass <br />behind her should be used only for the projecting sign; by doing so the image could be considered <br />more of artwork, and therefore, no variance would be necessary and the Commission would not set a <br />precedent for allowing a large “symbol.” <br /> <br />It was moved by Commissioner Andreae and seconded by Commissioner Roth that the Commission <br />forward the following recommendations to the Director of Public Works: <br /> <br /> <br />1.Approval for the projecting sign as proposed; <br /> <br />2.Approval for the two wall signs but with a condition that such approval is subject to <br />elimination of the image of the woman with an upright bass behind her, thus only indicating <br />the name and description of the business; <br /> <br />3.The above-mentioned approvals are subject to matching the background colors for all three <br />signs; and, <br /> <br />4.The above-mentioned approvals are also subject to removal of all banners and temporary <br />signs. <br /> <br />Commissioner Sullenberger commented that he would prefer different background colors between <br />the projecting sign and the wall signs, as proposed, to differentiate the two types. He then moved to <br />amend the motion that recommendation No. 3 above be removed so that the background colors be <br />approved as proposed. The motion to amend was seconded by Commissioner Roth, and passed <br />unanimously by a voice vote. <br /> <br />Commissioner Sullenberger moved to further amend the main motion to include a recommendation <br />that not only should existing banners and temporary signs be removed but also no additional banners, <br />including flags saying “Jazz” or “Welcome Cruise Ship,” should be allowed. The motion to amend <br />was seconded by Commissioner Andreae, and passed unanimously by a voice vote. <br /> <br />There were no further discussions on the main motion as amended, which was to forward the <br />following recommendations to the Director of Public Works: <br /> <br /> <br />1.Approval for the projecting sign as proposed; <br /> <br />2.Approval for the two wall signs but with a condition that such approval is subject to <br />elimination of the image of the woman with an upright bass behind her, thus only indicating <br />the name and description of the business; and, <br />2 <br /> <br />
