Polices 1 and 12 <br />Ms. Gloor introduced the revisions suggested for Land Use Policy 1 and provided the rationale <br />behind the change. The revision reads as follows with the underlined text being additions and <br />stricken text being removed. "With the adoption of the Hamakuo CDP, Figures 2-13 (pages 38- <br />49) ore adopted os the official Land Use Policy mop for the Hamakuo CDP Planning Area. To <br />maintain consistency, the lond use category definitions used in the mops ore identical to those <br />currently used in the 2005 Generol Plon LUPAG mop. Future lond use decisions in the Hamakuo <br />CDP planning area shall be consistent with the Land Use Policy Mop O deFies defRitiOR, 0 <br />elieies herejlq. See also Policy 12 for the County Action that aligns the CDP Land Use Policy <br />Mop with the Generol Plon." Mr. Agres facilitated a discussion between Steering Committee <br />members. She then discussed revisions to related Policy 12, which involved including the ten <br />land use factors for consideration into the text of the policy, whereas previously the ten factors <br />were listed in the CDP rationale document. The revision reads as follows with the underlined <br />text being additions and stricken text being removed. "Amend the Generol Plon to reflect the <br />following changes: The Land Use Pattern Allocation Guide should be consistent with te-caRf-OFR9 <br />�e the official Hamakuo CDP Land Use Policy Mop. If the definitions of lond use designotions in <br />the Generol Plon ore revised, the followino factors should ouide lond use desionotions in the <br />Hamakuo Plonnino Area: <br />1. Minimize new coastal development <br />2. Minimize encroachment onto core agricultural lands <br />3. Align with State Land Use District Boundary <br />4. Align with County zoning <br />5. Accommodate projected population growth <br />6. Align with infrastructure — potable water <br />7. Align with infrastructure — roadway network <br />8. Align with infrastructure —wastewater <br />9. Ensure that commercial designations are appropriate — (MDU) <br />10. Ensure that industrial designations are appropriate and consistent <br />Mr. Enright moved to preliminarily accept revised Land Use Policies 1 and 12. Second by Mr. <br />Neff. Motion passed with 7 votes aye. <br />CDP Land Use Policy Map: O'okala <br />Ms. Gloor outlined Option 1 (no change from the Draft CDP) and Option 2 for O'okala: <br />Designate parcel TMK 3-9-001:023 (13.9 acres) Low Density Urban. Ms. Gloor reviewed the <br />decision making tool with the Steering Committee, and Mr. Agres facilitated discussion using <br />the tool as a basis for considering the revisions. Discussion focused on flexibility for growth <br />options and protecting viewsheds. <br />Mr. Enright moved to preliminarily accept Option 2: Revise parcel 3-9-001:023 to be designated <br />Low Density urban - with the Steering Committees amendment of designating the corner of the <br />parcel nearest HWY 19 (TMK 3-9-001:034) os Agriculture to protect viewshed and open space <br />visibility from HWY 19. Second by Ms. Pohi'o. Motion passed with 7 votes aye and 0 votes nay. <br />Page 15 <br />
