Focus is being placed in <br />high crime areas. <br />• Traffic Report: Major Kanehailua reported that in Fiscal Year 2015-16, they had <br />1,521 traffic crashes, 17 fatalities, and 1,113 DUI arrests. For the month of June, <br />4,336 citations were issued: 2,873 moving/regulator, 368 seatbelt, 30 child restraint, <br />and 1,065 speeding. <br />• Personnel Report: Deputy Chief Ferreira reported having 26 sworn and12 civilian <br />vacancies. Recognition ceremonies will be held on August 31 for 18 police recruits. <br />Applicants are being screened for the 85th recruit class. It is difficult to retain school <br />crossing guards because they only work two hours a day. <br />• Finance Report: Commissioners reviewed the Fiscal Year 2016-17 Operating <br />Budget. Deputy Chief Ferreira reported that FY 2015-16 just ended. Balances were <br />returned. Estimates are lower than actuals because they look at historical data for the <br />past 5 years. <br />• Commendations of Sworn and Civilian Employees: Chief Kubojiri reported <br />receiving 3 commendations since the last meeting. <br />• Other Departmental Activities: Chief Kubojiri reported that they started a "Coffee <br />with a Cop" program in South Kohala where they have informal talk session with <br />community policing and regular beat officers. It was well-received, and they plan to <br />continue it around the island. <br />Vice Chair Morioka asked Chief Kubojiri about his goals and accomplishments. Chief <br />Kubojiri stated that they have a 5 -year plan, a lot of which has to do with increasing <br />personnel. They need to do catch-up on equipment maintenance such as on the blue <br />and white police vehicles, although they do not have any money to repair the vehicles. <br />Vice Chair Morioka thanked Chief Kubojiri for having an officer present during <br />executive session meetings. Commissioners feel comfortable with this. <br />Recess was called at 9:45 a.m. The meeting reconvened at 9:52 a.m. <br />EXECUTIVE SESSION <br />Commissioner Gomes motioned to meet in executive session to consult with Corporation <br />Counsel on questions and issues pertaining to the commission's powers, duties, <br />privileges, immunities, and liabilities; to consider discipline and charges against officers <br />or employees of the Hawaii Police Department; and to consider sensitive matters relating <br />to public safety pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County Charter <br />Section 13-20 (b). Commissioner Hendricks seconded, and it carried unanimously. <br />Executive session convened at 9:55 a.m. <br />
