5.6 DWELLING ELIGIBILITY CONFERENCE <br />a. Procedure: After review of HUD’s HQS Inspection <br />Form #HUD-52580-A (4/30/18), the OHCD will determine <br />the need to conduct a conference to discuss the <br />dwelling unit's eligibility for the RRP. If needed, <br />the conference will be conducted by an OHCD staff <br />member and perform the following: <br />1. Review HUD’s HQS Inspection Form #HUD-52580-A <br />(4/30/18); <br />2. List all repairs and improvements requested by the <br />applicant and list all other repairs needed; <br />3. Establish a priority sequence for all repairs and <br />improvements listed; <br />4. Review conformance of listed items to Section 5.2 <br />DWELLING QUALIFICATION CHARACTERISTICS, of these <br />rules and eliminate ineligible items; <br /> 5. Identify all repairs necessary to preserve the <br />dwelling unit, which will be referred to as <br />Mandatory Repair Items; <br />6. Identify other eligible repairs that are <br />recommended by the Homeowner, if sufficient LOAN <br />funds are available after all Mandatory Repair <br />Items are funded; <br />7. Summarize the results of the proceedings into a <br />“Priority List of Repairs” that is comprised of <br />the Mandatory Repair Items and other eligible <br />repairs recommended by the Homeowner. <br />8. Summarize the results of a risk assessment for <br />lead if one is conducted for a home constructed <br />prior to January 1, 1978. <br />b. Upon review of HUD’s HQS Inspection Form #HUD-52580-A <br />4/30/18, if the OHCD determines that a Dwelling <br />Eligibility Conference is not necessary and the <br />applicant concurs, the OHCD will complete the “Priority <br />List of Repairs”. <br />c. Loan Approval: The result of the Dwelling Eligibility <br />Conference is Loan approval or disapproval. If the <br />OHCD determines a Dwelling Eligibility Conference is <br />not necessary, the OHCD will notify the applicant in <br />7019RBLA -22- RRP RULES/07-07-2016 <br /> <br />
