4. Completion of any incomplete or unfinished <br />improvements; and <br />5. Fences, walls (other than necessary retaining <br />walls), or sheds. <br />d. Other Improvements: <br />Any general home improvements not included as an <br />eligible repair may be included in the construction <br />contract of the rehabilitation program if all of the <br />following conditions are met: <br />1. All repairs identified for HQS conformance and <br />items generally necessary for extending the <br />economic life of the dwelling unit are included in <br />the construction contract; <br /> 2. Sufficient funds are remaining without the maximum <br /> allowable amount to contract for other <br /> improvements; and <br />3. Other improvements may not exceed 25 percent (25%) <br />of the total construction contract amount. <br />5.5 DWELLING ELIGIBILITY INSPECTION <br />a. Each dwelling proposed for repairs will be inspected by <br />one or more OHCD inspector(s) or official(s) to <br />determine the eligibility of repairs requested by the <br />applicant. In addition, the inspector will examine the <br />need for any other repairs that may be required to <br />conform to HUD’s HQS. <br />b. HUD's HQS Inspection Form #HUD-52580-A (04/15), <br />Section 8 Existing Housing Program Inspection <br />Checklist, will be completed for each dwelling <br />inspected for the RRP. <br />c. The OHCD will prepare a “Priority List of Repairs” that <br />shall list all items from the property that require <br />repairs and/or maintenance to preserve the unit and <br />extend its economic life. <br />d.
