complete the work specified; <br />2. If applicable, provide a set of approved plans and <br />drawings, stamped by the Building Division, <br />Department of Public Works, County of Hawai`i; and <br />c. Homeowner Requirements: Prior to authorizing the <br />Notice to Proceed, the homeowner shall: <br />1. Complete financial agreements to pay for the <br />construction contract, including: <br />a. The Mortgage and Note; <br />b. Construction Contract; and <br />c. if applicable the Grant Agreement. <br />6.6 PROGRESS PAYMENTS <br />a. Payment Authorization: The contractor shall initiate <br />payment by request on the approved form. The following <br />shall approve payment by signing the payment request: <br />1. Homeowner; <br />2. Housing Inspector; <br />3. Special Program Coordinator <br />4. Division Manager; and <br />5. Housing Administrator. <br />b. Payment Schedule: Work progress payments will be based <br />on actual expenses accrued which will include materials <br />and/or labor. <br />1. There will be a TEN PERCENT (10%) retention of the <br />contract amount. <br />2. TEN PERCENT (10%) of the contract amount will be <br />paid when ONE HUNDRED PERCENT (100%) of the work <br />specified is completed and inspected, and the TEN <br />PERCENT (10%) retention will be paid FORTY FIVE <br />(45) days after the first Notice of Completion is <br />published in a newspaper of general circulation. <br />7019RBLA -25- RRP RULES/07-07-2016 <br /> <br />
