RESIDENTIAL REPAIR PROGRAM <br />(RRP) <br />RULES FOR HOMEOWNERS <br />COUNTY OF HAWAI`I <br />OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT <br />1.0 EXPLANATION OF WORDS USED IN THIS DOCUMENT <br />A. “Rules for Homeowners” means these Rules for Homeowners <br />of the Residential Repair Program and any supplements <br />hereto. The rule delineates the terms and conditions <br />of the Residential Repair Program (RRP). <br />B. “Mortgage and Note” means a legal document used to <br />create a lien on the property as security for your <br />promise to pay the County the principal amount at a <br />future specified time on the Loan. The Mortgage and <br />Note will be called the “Contract.” <br />C. “Loan” means the principal amount for the RRP. This <br />Loan will be called the “Loan.” <br />D. “CDBG” means the Community Development Block Grant <br />Program authorized under 24 CFR, Part 570. <br />E. “County” means the County of Hawai`i, which is the <br />Lender under the CDBG Program and responsible for the <br />administration of the RRP. <br />F. “HUD” means the U.S. Department of Housing and Urban <br />Development. <br />G. “HQS” means HUD Section 8 Program Housing Quality <br />Standards. <br />H. “Low And Moderate Income Persons” mean persons whose <br />incomes do not exceed 80 percent of the median income <br />as established by HUD’s Section 8 income limits. <br />I. “OHCD” means the Office of Housing and Community <br />Development located at 50 Wailuku Drive, Hilo, Hawai`i <br />96720, Phone: Voice/TT: (808)961-8379. <br />7019RBLA -i- RRP RULES/07-07-2016 <br /> <br />
