J. “Program” means the Residential Repair Program. <br />K. "Repairs" means repairs made to extend the life of a <br />dwelling unit or to correct health or safety hazards. <br />Repairs must be physically attached to the dwelling <br />unit and be permanent in nature. <br /> L. "Borrower" means a person, persons who borrow loan <br />funds to rehabilitate a dwelling unit. <br /> M. "Income Limits" means the income limits for the Hawai`i <br />Section 8 Rental Assistance Program, which administers <br />rental subsidies for the County for HUD, which are <br />developed in accordance with Section 3(b)(2) of the <br />United States Housing Act of 1937. <br /> N. "Housing Administrator" means the Administrator of the <br />OHCD or if there is no Housing Administrator the <br />Finance Director. <br />2.0 PURPOSE <br />The purpose of the County of Hawai`i's RRP for homeowners is <br />to provide a low interest loan to low and moderate income <br />households on the Island of Hawai`i to repair their homes. <br />The County administers this federally funded program through <br />the OHCD. The purpose of this program is to increase the <br />economic life of existing dwelling units, and ensure safe <br />and healthy living environments. <br />Hawai`i's RRP for homeowners is sponsored by the County of <br />Hawai`i, through its OHCD, and funded by HUD, through its <br />Community Development Block Grant (CDBG) Small Cities <br />Program. <br />3.0 LOAN SPECIFICATIONS <br />3.1 LOAN AMOUNTS <br />a. Minimum and Maximum Loan: Loans are available from a <br />minimum of TWO THOUSAND FIVE HUNDRED AND NO/100 DOLLARS <br />($2,500.00) to a maximum of TWENTY FIVE THOUSAND AND <br />NO/100 DOLLARS ($25,000.00). Each household is <br />eligible for only one RRP Loan. <br />b.
