It's unfortunate...I would be...I'd be asking you <br /> questions...as we get into this particular...into our application of <br /> the relatively new ordinance or the new ordinance...I'm learning <br /> more and more about how the procurement system in the County <br /> works so that we can make sure that we're applying the law <br /> correctly. So she's a contract tech in Public Works office. <br /> Mr. Oshiro: Yes. <br /> Mr. Adams: What does she do? <br /> Mr. Oshiro: She writes contracts...they do bid openings...that's about it. We <br /> do all sealed bids...we bid as a sub and there's just this one job <br /> that we will be bidding as a general...but it's all sealed bid process <br /> so. <br /> Mr. Adams: Right so as a sub...you're just dealing with the general contractor <br /> and you wouldn't necessarily be part of the ordinance as we've <br /> discussed it...initially it would be the general contractor that would <br /> be part that sealed process. So there's a possibility that you would <br /> be bidding on County projects as a general contractor. Do you a <br /> specific one you are bidding on? <br /> Mr. Oshiro: Yes. <br /> Mr. Adams: Okay. <br /> Mr. Robinson: Mr. Chair if I may. Wouldn't it be appropriate to have his wife be <br /> the person submitting the petition instead of him? <br /> Mr. Goodenow: Well... <br /> Mr. Adams: I don't think from that prospective it matters. Anyone can submit <br /> the petition...we know that. I mean... <br /> Mr. Oshiro: It doesn't say who has to. <br /> Mr. Adams: There's no problem for Mr. Oshiro doing it...my questions are <br /> going to be based on what is his wife do to some degree...just to <br /> make sure that we don't have...that she doesn't have a conflict as a <br /> result of the work that he is doing and the bids that he'll be <br /> making. And given that she's a contract tech in Public Works and <br /> that I assume that the bids that you will be making even though the <br /> bids are in a sealed process...it's handled by the Department of <br /> 7 <br />
