Hawaii Game Management Advisory Commission Meeting <br />Minutes — June 20, 2016 <br />Ike: We heard people say that they weren't heard so, I mean, you know, I can <br />understand what you said, I, you know, I agree, I sat on Boards... <br />and is there a way to change that so that groups of people who are users <br />of resources begin to feel like they have some say in all of this... <br />As an example, I sort of agree with Bob Duerr, who said it's broken, and <br />so I'm trying to fix this. And, we have example after example of this <br />happening to the point where a lot of people come and tell us that it's <br />broken. So I'm interested in fixing it. But how do you fix it. <br />CY: You know, when you talk about the people using the resource — in this <br />case people who like to go fishing — the goal of this thing is to enhance <br />fishing — it to enhance it in the long run and sometimes, to make things <br />good in the long run you have to take — you have to sacrifice in the short <br />run and so it's not an anti -fishing or anti -fisherman initiative... <br />Ike: So, you differentiated between the Marine Life Management Area and <br />Marine Life Conservation District? At Kaupulehu it's going to be a what? <br />CY: Kaupulehu is called a Marine Reserve, but it's a ten-year — the <br />differentiation I'm making is this, there are things, in the DLNR rules called <br />Marine Life Conservation Districts and those are basically intended to be <br />permanent. <br />It is different than a Marine Life Conservation District. A Marine Life <br />Conservation District is set aside and the idea is it's going to be an <br />ecosystem that's not really affected by humans taking fish out of it or <br />taking coral or whatever out of the Marine Life Conservation District and <br />it's not — when I say permanent — nothing human — you know, you can <br />change it. It's a set of rules that can be changed but the idea when you set <br />up — set it up it is permanent. This is set up is intended for ten years and <br />it's intended to restore fishery abundance so that then you would have <br />sustainable fishing and hopefully at a higher and better level in the years <br />to come? <br />Ike: We keep hearing from people who are fearful that, that's not gonna <br />happen. So how do we, how do we fix that so that people are heard? It's <br />a tough question, I agree, but it seems like, the process we have today <br />favors one side over the other, and the users are saying, hey, you know, <br />we have ten situations nine of which we lose... <br />CY: But, you know, you did talk about balance and I think you would have to <br />say the balance is the areas that are open for fishing, which is the bulk of <br />the coast. There are only a few areas that... <br />Ike: I have to disagree - there was a time that I used to go spearing in Kona. <br />14 <br />
