myself This is a request that was done prior to the bid opening <br /> date and at this point the bid has been opened and apparent low <br /> bidder is myself so...this is basically just to get the advisory that <br /> there is no conflict of interest. I've been here several months back <br /> with more an open general question as far as bidding on any <br /> County project...and it was advised that the...it would not be a <br /> conflict as long as it's done outside of Parks and Recreation <br /> Division. So basically this is just a clarification to make sure that <br /> everything is still okay and that I won't jeopardize losing the bid. <br /> Ms. Kahakalau: Thank you Mr. Andrade and we appreciate you coming because as <br /> we all know this is a new statute and there is still things that we're <br /> just kind of learning as we go along so thank you for asking for <br /> clarification. Just quickly...as a contract hire <br /> employee...since I'm not sure the terminology...is that an <br /> independent contract or is that something different? <br /> Mr. Andrade: It's...as far as I understand it...it's a little different. So I'm hired <br /> essentially as a contract hire from a specific time frame to basically <br /> manage the new projects that Parks and Recreation is brought <br /> forth. For instance...Pahoa Park in the guava fields and stuff. In the nature of your job in Parks and <br /> Recreation as project coordinator...what does that you were about <br /> to say...so let me ask the question...what does that entail? <br /> Mr. Andrade: Basic project management...I deal with the contractor themselves <br /> as far as the start of the projects being built to the end. I work with <br /> the project managers and the foremen and everybody else involved <br /> with the construction companies. I also work hand in hand with <br /> the design team if there is things that comes up within the <br /> construction time frame...I basically make sure that the job gets <br /> done on time. <br /> Mr. Adams: When there are bids done for Parks and Recreation projects...are <br /> you involved in any of the determination of the proposals? <br /> Determine you know looking at the bid or anything like that? <br /> 8 <br />
