If there were <br />99 more studies done, I would say that Hokukano Road, Horseshoe Bend, and other <br />100 areas that were not completed. <br />101 <br />102 Councilwoman David stated that once the maps are accepted by FEMA, the <br />103 process to change the maps are expensive and daunting so if there is public <br />104 participation for remapping prior to the start to ask where flooding does occur, <br />105 may be more effective. <br />106 <br />107 Mr. Emler stated that public meetings are held prior however, because the impact <br />108 areas aren’t known to notify specific landowners would be challenging because <br />109 the flood study hasn’t occurred yet. Further discussion about the Hokukano road, <br />110 and Halekii Street to Honalo area was discussed. <br />111 <br />112 The Action Committee thanked Mr. Emler for his presentation. <br />113 <br />114 2. Update on County Highway Priorities by Ronald Thiel, Civil Engineer VI with the <br />115 County of Hawaiʻi – Department of Public Works – Traffic Division. <br />116 <br />117 Mr. Thiel state that the LED street light conversion is currently underway. There <br />118 are roughly 12,000 lights that are maintained. About 15% are owned by the <br />119 States, 75% by the County and 10% by the hotels. The conversion is about 90% <br />120 complete with final completion expected in December 2016. There will still be low <br />121 pressure sodium lights visible after the conversion is complete because they are <br />122 on private roads, private subdivisions, homeowners associations, parks, and <br />123 several other agencies that have them. The Traffic Division stripes all County <br />124 roads. If the striping needs to meet Federal striping requirements it should be <br />125 done every four years. For roads that need to meet presence requirements it <br />126 should be striped every seven to 10 years. The County has been able to acquire <br />127 a striping truck. In three years’ time the County should be able to meet these <br />128 requirements. The CIP for DPW identifies that Lako Street will be completed by <br />129 the developer. Notice to Proceed is expected in mid-2017. The Nani Kailua <br />130 extension’s Notice to Proceed is expected at the end of 2017. We are not seeing <br />131 a lot of action by the State in regards to Highways. <br />132 <br />133 Committee member Ogin asked about gaining better pedestrian access on the <br />134 South side of Kailua Village near Coconut Grove. <br />135 <br />136 Mr. Thiel said that removing the utility poles and moving them underground on <br />137 the mauka side however the cost was extremely high. There is another project <br />138 planned to widen the shoulder on the mauka side without changing the width of <br />139 the lanes. <br />140 <br />141 Further discussion occurred on various possible future roadway connections. <br />142 <br />143 Mr. Thiel spoke about developing an Intelligent Transportation Plan which will <br />144 connect all 105 traffic signals on island to the traffic management center in Hilo <br />145 and put cameras so that the signals can be adjusted remotely. He stated that he <br />146 would need $10 million dollars to develop and implement this plan which is $1 <br />147 million dollars per year for 10 years which is equivalent to the savings from the <br />Page 3 of 5 <br /> <br /> <br />
